H.F. 153 Section 1. NEW SECTION . 1.19 Rights and protections 1 beginning at conception. 2 The sovereign state of Iowa recognizes that life is valued 3 and protected from the moment of conception, and each life, 4 from that moment, is accorded the same rights and protections 5 guaranteed to all persons by the Constitution of the United 6 States, the Constitution of the State of Iowa, and the laws of 7 this state. The Iowa supreme court shall not have appellate 8 jurisdiction over the provisions of this section. 9 Sec. 2. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 10 immediate importance, takes effect upon enactment. 11 EXPLANATION 12 This bill establishes that the sovereign state of Iowa 13 recognizes that life is valued and protected from the moment 14 of conception and each life is accorded the same rights and 15 protections guaranteed to all persons by the constitutions of 16 the state of Iowa and the United States, and by the laws of 17 the state.
