H.F. 113 Section 1. Section 260C.14, Code 2011, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 23. Require an individual who submits an 3 application for student financial assistance to the community 4 college to provide proof of United States citizenship or proof 5 that the individual is lawfully present in the United States. 6 An individual who cannot provide such proof shall not be 7 awarded student financial assistance by the community college. 8 Sec. 2. Section 262.9, Code 2011, is amended by adding the 9 following new subsection: 10 NEW SUBSECTION . 36. Direct each of the institutions of 11 higher education under the board’s control to require an 12 individual who submits an application for student financial 13 assistance to the institution to provide proof of United States 14 citizenship or proof that the individual is lawfully present 15 in the United States. An individual who cannot provide such 16 proof shall not be awarded student financial assistance by the 17 institution. 18 EXPLANATION 19 This bill directs the boards of directors of community 20 colleges and the state board of regents to require applicants 21 for student financial assistance at colleges and universities 22 governed by the boards to provide proof of United States 23 citizenship or proof that the individual is lawfully present 24 in the United States.
