IT
RESOLVED
BY
THE
HOUSE
OF
REPRESENTATIVES,
THE

SENATE
CONCURRING,
That
Rule
3
of
the
joint
rules
of
7
the
Senate
and
House
of
Representatives,
as
adopted
by
8
the
House
of
Representatives
and
Senate
during
the
2011
9
Session
in
House
Concurrent
Resolution
12,
is
amended
10
to
read
as
follows:

Rule

Sessions
of
a
General
Assembly
13
1.
The
election
of
officers,
organization,
hiring
14
and
compensation
of
employees,
and
standing
committees
15
in
each
house
of
the
general
assembly
and
action
taken
16
by
each
house
shall
carry
over
from
the
first
to
the
17
second
regular
session
and
to
any
extraordinary
session
18
of
the
same
general
assembly.
The
status
of
each
19
bill
and
resolution
shall
be
the
same
at
the
beginning
20
of
each
second
session
as
it
was
immediately
before
21
adjournment
of
the
previous
regular
or
extraordinary
22
session;
however
the
rules
of
either
house
may
provide
23
for
re-referral
of
some
or
all
bills
and
resolutions
24
to
standing
committees
upon
adjournment
of
each
25
session
or
at
the
beginning
of
a
subsequent
regular
or
26
extraordinary
session,
except
those
which
have
been
27
adopted
by
both
houses
in
different
forms
and
those

which
are
placed
on
the
calendar
pursuant
to
subsection
1
2
of
this
rule
.

a.
The
standing
committees
may
consider
3
bills
and
joint
resolutions
during
the
first
regular
4
session
of
a
general
assembly,
beyond
the
deadline
for
5
reporting
bills
and
joint
resolutions
out
of
committee
6
under
rule
20,
subsection
2.
7
b.
Such
bills
and
joint
resolutions
shall
be
8
reported
out
of
committee
with
the
committee
as
the
9
sponsor
and
placed
on
the
calendar
before
the
end
of
10
the
first
regular
session.
11
c.
Such
bills
and
joint
resolutions
shall
not
be
12
rereferred
to
committee
at
the
end
of
the
first
regular
13
session,
shall
retain
their
place
on
the
calendar
at
14
the
beginning
of
the
second
regular
session
of
the
same
15
general
assembly,
and
shall
be
scheduled
for
debate
as
16
soon
as
possible.

3.
Upon
final
adoption
of
a
concurrent
resolution
18
at
any
extraordinary
session
affecting
that
session,
19
or
at
a
regular
session
affecting
any
extraordinary
20
session
which
may
be
held
before
the
next
regular
21
session,
the
creation
of
any
calendar
by
either
house
22
shall
be
suspended
and
the
business
of
the
session
23
shall
consist
solely
of
those
bills
or
subject
matters
24
stated
in
the
resolution
adopted.
Bills
named
in
the
25
resolution,
or
bills
containing
the
subject
matter
26
provided
for
in
the
resolution,
may,
at
any
time,
be
27
called
up
for
debate
in
either
house
by
the
majority
28
leader
of
that
house.
