including
but
not
limited
to
reverse
mass

notification,
voice
over
internet
protocol,
telematics,

texting,
and
video
capability;
database
management;

maintenance;
and
the
purchase
or
lease
of
subscriber
names,

addresses,
and
telephone
information
from
the
local
exchange
11
service
provider.
Recurring
costs
shall
not
include
personnel

costs
for
a
public
safety
answering
point.

Section
34A.2,
Code
2009,
is
amended
by
adding
the

following
new
subsections:

SUBSECTION
.
2A.
“Communications
service”
means
a
16
service
capable
of
accessing,
connecting
with,
or
interfacing
17
with
a
911
system
exclusively
through
the
numerals
911
by
18
dialing,
initializing,
or
otherwise
activating
the
911
system
19
by
means
of
a
local
telephone
device,
cellular
telephone
20
device,
wireless
communications
device,
interconnected
voice
21
over
internet
protocol
device,
telematics,
or
any
other
means
22
developed
in
the
future.

NEW
SUBSECTION
.
13A.
“Reverse
mass
notification”
means
24
the
use
of
computer
technology
to
deliver
recorded
emergency
25
messages
to
large
numbers
of
people
in
a
specified
geographic
26
area
in
a
short
period
of
time.

NEW
SUBSECTION
.
13B.
“Telematics”
means
the
use
of
28
wireless
data
transmission
to
be
used
for
emergency
or
safety

communications.

13C.
“Voice
over
internet
protocol”
means
a

provider
who
transmits
phone
calls
over
a
data
network
using
an

internet
protocol.

This
bill
relates
to
enhanced
911
emergency
telephone

The
bill
modifies
information
which
is
required
to
be

included
in
an
enhanced
911
service
plan
for
providing
enhanced

911
emergency
communications
in
a
specified
enhanced
911

service
area.
Currently,
one
of
these
requirements
includes
5
an
estimate
of
recurring
costs,
including
among
other
costs
6
those
for
software
and
equipment.
The
bill
adds
costs
for
7
reverse
mass
notification,
voice
over
internet
protocol,
8
telematics,
texting,
and
video
capability
as
specific
software
9
and
equipment
costs
for
inclusion
on
the
statement.

The
bill
supplies
definitions
applicable
to
the
additional
11
software
and
equipment
aspects
of
recurring
costs
specified
in
12
the
bill.
The
bill
provides
that
reverse
mass
notification
13
means
utilizing
computerized
technology
to
deliver
recorded
14
emergency
messages
to
large
numbers
of
people
in
a
specified
15
geographic
area
in
a
short
period
of
time.
The
bill
provides
16
that
telematics
means
the
use
of
wireless
data
transmission
17
to
be
used
for
emergency
or
safety
communications.
The
bill
18
provides
that
voice
over
internet
protocol
means
a
provider
who
19
transmits
phone
calls
over
a
data
network
using
an
internet
20
protocol.

Additionally,
the
bill
provides
a
definition
of
22
communications
service,
a
term
used
several
times
in
Code
23
chapter
34A,
to
mean
a
service
capable
of
accessing,
connecting
24
with,
or
interfacing
with
a
911
system
exclusively
through
25
the
numerals
911
by
dialing,
initializing,
or
otherwise
26
activating
the
911
system
by
means
of
a
local
telephone
device,
27
cellular
telephone
device,
wireless
communications
device,
28
interconnected
voice
over
internet
protocol
device,
telematics,
29
or
any
other
means
developed
in
the
future.
