of
the

A
person
hired
on
or
after
July
1,
2012,
as
a
school
1
business
official
responsible
for
the
financial
operations
2
of
a
school
district
who
is
without
prior
experience
as
a
3
school
business
official
in
Iowa
shall
hold
the
school
business
4
official
authorization
issued
pursuant
to
paragraph
“a”
of
this
5
subsection.

The
board
of
educational
examiners
shall
adopt
rules
7
under
chapter
17A
for
coaching
authorizations
,
including
,
but
8
not
limited
to
,
approval
of
courses,
validity
and
expiration,
9
fees,
and
suspension
and
revocation
of
authorizations.

The
state
board
of
education
shall
work
with
institutions
11
of
higher
education,
private
colleges
and
universities,
12
community
colleges,
and
area
education
agencies
,
and
13
professional
organizations
to
ensure
that
the
courses
and
14
programs
required
under
subsection
1
for
authorization
under
15
this
section
are
offered
throughout
the
state
at
convenient
16
times
and
at
a
reasonable
cost.

Sec.
3.
SCHOOL
BUSINESS
OFFICIAL
TRAINING
PROGRAM
AND
18
AUTHORIZATION
ADVISORY
COMMITTEE.
The
department
of
education,
19
in
consultation
with
the
board
of
educational
examiners,
shall
20
convene
an
advisory
committee
to
determine
the
standards
and
21
procedures,
content,
and
processes
of
training
programs
for
22
individuals
who
seek
an
authorization
issued
by
the
board
of
23
educational
examiners
for
employment
as
a
school
business
24
official
responsible
for
the
financial
operations
of
a
school
25
district.
The
advisory
committee
shall
be
comprised
of
26
representatives
of
the
Iowa
association
of
school
business
27
officials,
individuals
holding
financial
leadership
roles
28
in
large,
medium,
and
small
school
districts,
and
a
public
29
member
of
the
school
budget
review
committee.
The
advisory
30
committee
shall
review
other
states’
professional
organizations
31
and
programs
regarding
authorization
of
school
business
32
officials,
determine
the
best
practices
for
school
district
33
business
management
training
programs,
and
identify
and
34
recommend
the
knowledge
and
skills
necessary
to
obtain
a
school

from
the
board

The
advisory
committee
shall
submit
its
findings

and
recommendations
in
a
report
to
the
state
board
of
education

and
the
board
of
educational
examiners
by
December
31,
2011.

EXPLANATION

This
bill
directs
the
state
board
of
education
to
set
6
standards
and
procedures
for
the
approval
of
training
programs
7
for
individuals
who
seek
an
authorization
issued
by
the
board
8
of
educational
examiners
for
employment
as
school
business
9
officials
responsible
for
the
financial
operations
of
school
10
districts,
requires
the
board
of
educational
examiners
to
11
adopt
rules
for
the
issuance
of
a
school
business
official
12
authorization
to
an
individual
who
successfully
completes
a
13
program
that
meets
the
state
board’s
standards
and
who
complies
14
with
the
educational
examiners
board’s
rules,
and
directs
the
15
department
of
education,
in
consultation
with
the
board
of
16
educational
examiners,
to
convene
a
school
business
official
17
training
program
and
authorization
advisory
committee.

A
person
hired
on
or
after
July
1,
2012,
as
a
school
business
19
official
who
is
without
prior
experience
as
a
school
business
20
official
in
Iowa
must

the

business
official
21
authorization
issued
by
the
board

bill.

The
