PILOT
PROJECTS

REPORT.

1.
For
the
period
beginning
January
1,
2011,
and
ending
3
December
31,
2011,
the
department
of
transportation
shall
4
establish
and
administer
pilot
projects
in
at
least
three
5
counties
to
allow
electronic
transactions
for
the
registration
6
and
titling
of
vehicles,
including
electronic
applications,
7
electronic
issuance
of
titles,
electronic
registration,
8
and
electronic
transfer
of
funds.
The
department
shall
9
solicit
county
participation
in
the
pilot
projects
and
shall
10
designate
the
counties
to
be
included
from
among
the
counties
11
volunteering
to
participate,
provided
that
a
county
shall
not
12
be
required
to
participate
in
a
pilot
project.

2.
The
department
may
contract
with
one
or
more
persons
to
14
provide
services
for
the
pilot
projects,
including
services
15
relating
to
the
distribution
and
processing
of
electronic
16
applications,
electronic
titles,
and
electronic
registrations;
17
the
electronic
transfer
of
documents;
and
electronic
transfer
18
of
funds,
subject
to
the
following
conditions:
19
a.
The
department
shall
not
provide
compensation
to
a
person
20
for
services
provided
under
the
contract.
21
b.
A
person
providing
services
under
the
contract
may
charge
22
reasonable
fees
to
motor
vehicle
dealers
licensed
under
chapter
23
322
who
choose
to
participate
in
a
pilot
project.

c.
A
participating
motor
vehicle
dealer
licensed
under
25
chapter
322
may
charge
a
reasonable
fee
to
consumers
who
choose
26
to
participate
in
a
pilot
project.

3.
On
or
before
December
31,
2011,
the
department,
28
in
consultation
with
counties
and
motor
vehicle
dealers
29
participating
in
the
pilot
projects,
shall
submit
a
report
30
of
its
recommendations
for
statewide
implementation
of
31
electronic
registration
and
titling
to
the
general
assembly’s
32
standing
committees
on
transportation.
The
report
shall
33
include
a
summary
of
any
comments
or
suggestions
submitted
by
34
participating
counties
and
motor
vehicle
dealers
for
inclusion

EXPLANATION
2
This
bill
requires
the
department
of
transportation
to
3
establish
and
administer
pilot
projects
in
at
least
three
4
counties
to
allow
electronic
applications
for
vehicle
5
registration
and
titling,
to
allow
electronic
titling
and
6
registration,
and
to
allow
electronic
transfer
of
funds
in
such
7
transactions.
The
pilot
projects
are
to
run
for
the
period
8
beginning
January
1,
2011,
and
ending
December
31,
2011.
The
9
department
is
to
designate
counties
to
participate
in
the
pilot
10
projects
from
among
those
interested
in
participating.
County
11
participation
is
on
a
voluntary
basis.
12
The
department
is
authorized
to
enter
into
contracts
with
13
vendors
for
the
provision
of
services
for
the
pilot
projects
14
relating
to
the
distribution
and
processing
of
electronic
15
applications,
electronic
titles,
and
electronic
registrations;
16
the
electronic
transfer
of
documents;
and
electronic
transfer
17
of
funds.
A
vendor
providing
services
under
such
a
contract
18
shall
not
be
compensated
by
the
department,
but
the
person
may
19
charge
reasonable
fees
to
motor
vehicle
dealers
who
choose
20
to
participate
in
a
pilot
project,
and
a
participating
motor
21
vehicle
dealer
may,
in
turn,
charge
a
reasonable
fee
to
22
customers
who
choose
to
participate.

The
bill
does
not
affect
the
disposition
of
any
moneys
and
24
fees
required
to
be
collected
under
existing
law.
25
The
department
is
required
to
report
to
the
house
and
senate
26
standing
committees
on
transportation
by
December
31,
2011,
27
regarding
statewide
implementation
of
electronic
registration
28
and
titling.
The
report
is
to
include
a
summary
of
any
29
comments
or
suggestions
offered
by
counties
and
motor
vehicle
30
dealers
who
participate
in
the
pilot
projects.
