thousand
dollars
to
the
department
for
purposes
of

awarding
a
beautification
grant
each
year
to
one
organization

that
does
all
of
the
following:

(A)
Assists
communities
and
organizations
in
cleanup
and

beautification
projects.

(B)
Conducts
research
to
assist
in
the
understanding
of
10
reasons
for
littering
and
illegal
dumping.
11
(C)
Administers
antilittering
and
beautification
education
12
programs.
13
(D)
Increases
public
awareness
of
the
costs
of
littering.
14
(ii)
The
grant
recipient
shall
do
all
of
the
following:

(A)
Expend
not
more
than
one
hundred
thousand
dollars
for
a
16
public
education
and
awareness
initiative
designed
to
reduce
17
litter
and
illegal
dumping.

(B)
Expend
not
more
than
one
hundred
thousand
dollars
for
19
all
of
the
following:

(I)
An
educational
initiative
designed
to
discourage
21
littering
and
illegal
dumping
for
persons
attending
school
in
22
kindergarten
through
grade
twelve.

(II)
A
litter-free
schools
initiative.
24
(III)
A
neighborhood
beautification
initiative.
25
(C)
Expend
not
more
than
one
hundred
thousand
dollars
for
an
26
illegal
dumping
surveillance
program.
27
(D)
Expend
not
more
than
one
hundred
thousand
dollars
for
28
a
community
partnership
program
designed
to
support
community
29
beautification
projects.
30
(iii)
As
a
condition
of
the
grant
award
each
year,
the
31
department
shall
require
the
grant
recipient
to
submit
a
32
written
report
to
the
department
by
the
end
of
the
fiscal
year
33
for
which
the
grant
is
awarded.
In
addition
to
any
other

information
required
by
the
department,
the
report
shall

include
information
detailing
the
expenditure
of
all
moneys

received
by
the
organization
and
the
results
achieved
through

the
expenditure
of
the
money.

EXPLANATION
4
This
bill
relates
to
beautification
grants.

The
bill
annually
allocates
$400,000
from
the
solid
waste
6
account
of
the
groundwater
protection
fund
to
the
department
7
of
natural
resources
for
purposes
of
a
beautification
grant
to
8
be
awarded
to
one
organization.
9
The
bill
provides
criteria
for
determining
the
grant
10
recipient.
11
The
bill
requires
the
grant
recipient
to
use
grant
moneys
12
for
a
public
education
and
awareness
initiative
designed
to
13
reduce
litter
and
illegal
dumping,
an
educational
initiative
14
designed
to
discourage
littering
and
illegal
dumping
for
15
persons
attending
school
in
kindergarten
through
grade
12,
a
16
litter-free
schools
initiative,
a
neighborhood
beautification
17
initiative,
an
illegal
dumping
surveillance
program,
and
a
18
community
partnership
program
designed
to
support
community
19
beautification
projects.

The
bill
includes
a
reporting
requirement
for
grant
21
recipients.
