  1  1    Section 1.  Section 29C.6, Code 2009, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  18.  When, at the request of the governor,
  1  4 the president of the United States has declared a major
  1  5 disaster to exist in this state, suspend provisions of the
  1  6 state building code or a local building code adopted under the
  1  7 authority granted in section 103A.22 relating to licensure
  1  8 requirements for persons working on rehabilitation and
  1  9 reconstruction projects in the disaster area, by stating in a
  1 10 proclamation the reasons why the licensure requirements would
  1 11 prevent, hinder, or delay necessary action in coping with the
  1 12 disaster.
  1 13                           EXPLANATION
  1 14    This bill provides that the governor, when the president of
  1 15 the United States has declared a major disaster to exist in
  1 16 the state, may suspend provisions of the state building code
  1 17 or a local building code relating to licensure requirements
  1 18 for persons working on rehabilitation and reconstruction
  1 19 projects in the disaster area.
