1.
The
following
amendment
to
the
Constitution
of
1
the
State
of
Iowa
is
proposed:

Article
I
of
the
Constitution
of
the
State
of
Iowa
is
amended
3
by
adding
the
following
new
section:

Marriage.
SEC.
26.
Nothing
within
this
Constitution
shall
5
preclude
or
be
interpreted
to
preclude
the
General
Assembly
6
and
the
Governor
of
the
State
from
duly
enacting
and
approving
7
legislation
to
define
marriage
in
any
manner
that
does
not
8
violate
the
Constitution
of
the
United
States.

Sec.
2.
REFERRAL
AND
PUBLICATION.
The
foregoing
proposed
10
amendment
to
the
Constitution
of
the
State
of
Iowa
is
referred
11
to
the
General
Assembly
to
be
chosen
at
the
next
general
12
election
for
members
of
the
General
Assembly,
and
the
Secretary
13
of
State
is
directed
to
cause
the
proposed
amendment
to
be
14
published
for
three
consecutive
months
previous
to
the
date
of
15
that
election
as
provided
by
law.

EXPLANATION
17
This
joint
resolution
proposes
an
amendment
to
the
18
Constitution
of
the
State
of
Iowa
providing
for
the
defining
of
19
marriage
by
the
general
assembly
and
the
governor
in
any
manner
20
that
does
not
violate
the
United
States
Constitution.
The
21
resolution,
if
adopted,
would
be
referred
to
the
next
general
22
assembly
for
adoption,
before
being
submitted
to
the
electorate
23
for
ratification.
