1 1 Section 1. TELECOMMUNICATIONS REGULATION INTERIM STUDY
1 2 COMMITTEE == REQUEST TO ESTABLISH. The legislative council is
1 3 requested to establish an interim study committee to examine
1 4 and evaluate telecommunications industry regulation at the
1 5 state and federal level and make recommendations deemed
1 6 necessary to improve or enhance telecommunications regulation
1 7 in this state. In conducting the study and developing
1 8 recommendations, the committee shall review provisions of the
1 9 federal communications code and other federal laws and
1 10 regulations impacting the telecommunications industry, review
1 11 existing state telecommunications industry regulations, and
1 12 consider testimony from telecommunications industry
1 13 representatives and other interested persons or entities as
1 14 determined appropriate by the committee. The committee shall
1 15 be composed of ten members, representing both political
1 16 parties and both houses of the general assembly. Five members
1 17 shall be members of the senate, three of whom shall be
1 18 appointed by the majority leader of the senate, and two of
1 19 whom shall be appointed by the minority leader of the senate.
1 20 Five members shall be members of the house of representatives,
1 21 three of whom shall be appointed by the speaker of the house
1 22 of representatives, and two of whom shall be appointed by the
1 23 minority leader of the house of representatives. The
1 24 committee shall issue a report containing its recommendations
1 25 to the general assembly by January 15, 2010.
1 26 EXPLANATION
1 27 This bill requests the legislative council to establish an
1 28 interim study committee to examine and evaluate
1 29 telecommunications industry regulation at the state and
1 30 federal level and make recommendations to improve or enhance
1 31 telecommunications regulation in Iowa. The bill directs the
1 32 committee to review provisions of the federal communications
1 33 code and other federal laws and regulations impacting the
1 34 telecommunications industry, review existing state
1 35 telecommunications industry regulations, and consider
2 1 testimony from telecommunications industry representatives and
2 2 other interested persons or entities. The bill provides that
2 3 the committee shall be composed of ten members, representing
2 4 both political parties and both houses of the general
2 5 assembly, and that the committee shall issue a report of its
2 6 recommendations to the general assembly by January 15, 2010.
