S.F. 2280 Section 1. SALE OR LEASE OF IOWA COMMUNICATIONS 1 NETWORK. The Iowa telecommunications and technology commission 2 shall implement a request for proposals process to sell 3 or lease the Iowa communications network. The request for 4 proposals shall provide for the sale to be concluded or the 5 lease to commence during the fiscal year beginning July 1, 6 2010. The commission shall condition the sale or lease of the 7 Iowa communications network with terms that will allow existing 8 authorized users of the network to continue such use at a 9 lower overall long-term cost when compared to the anticipated 10 operation and maintenance costs if state ownership and control 11 were to continue. The commission shall submit periodic status 12 reports to the general assembly at three-month intervals, 13 beginning on October 1, 2010, regarding progress made toward 14 selling or leasing the network. 15 EXPLANATION 16 This bill directs the Iowa telecommunications and technology 17 commission to implement a request for proposals process to sell 18 or lease the Iowa communications network, with the sale to be 19 concluded or lease to commence during the fiscal year beginning 20 July 1, 2010. The bill specifies that the sale or lease must 21 allow existing authorized users of the network to continue 22 use at a lower overall long-term cost when compared to the 23 anticipated operation and maintenance costs if state ownership 24 and control were to continue.
