S.F. 2268 Section 1. NEW SECTION . 29C.20B Disaster case management. 1 1. The rebuild Iowa office shall work with the department 2 of human services and nonprofit, voluntary, and faith-based 3 organizations active in disaster recovery and response 4 in coordination with the homeland security and emergency 5 management division to establish a statewide system of disaster 6 case management to be activated following the governor’s 7 proclamation of a disaster emergency or the declaration 8 of a major disaster by the president of the United States 9 for individual assistance purposes. Under the system, the 10 department of human services shall coordinate case management 11 services locally through local committees as established in 12 each local emergency management commission’s emergency plan. 13 Beginning July 1, 2011, the department of human services 14 shall assume the duties of the rebuild Iowa office under this 15 subsection. 16 2. The department of human services, in conjunction with 17 the rebuild Iowa office, the homeland security and emergency 18 management division, and an Iowa representative to the national 19 voluntary organizations active in disaster, shall adopt rules 20 pursuant to chapter 17A to create coordination mechanisms 21 and standards for the establishment and implementation of 22 a statewide system of disaster case management which shall 23 include at least all of the following: 24 a. Disaster case management standards. 25 b. Disaster case management policies. 26 c. Reporting requirements. 27 d. Eligibility criteria. 28 e. Coordination mechanisms necessary to carry out the 29 services provided. 30 f. Develop formal working relationships with agencies and 31 create interagency agreements for those considered to provide 32 disaster case management services. 33 g. S.F. 2268 Sec. 2. BUSINESS DISASTER CASE MANAGEMENT TASK FORCE. 1 1. A business disaster case management task force is 2 established to research disaster recovery case management 3 assistance needed for businesses following a major disaster. 4 The task force shall recommend steps for preparing to provide 5 such assistance following disasters. 6 2. The task force shall consult with experts, businesses 7 impacted by previous disasters, and other interested 8 stakeholders. 9 3. The task force shall submit written recommendations to 10 the governor and the general assembly by November 15, 2010. 11 4. The rebuild Iowa office shall provide staffing for the 12 task force. 13 5. The task force shall consist of the following members 14 appointed by the governor: 15 a. A representative of the United States small business 16 administration. 17 b. A representative of Iowa small business development 18 centers. 19 c. A representative of the safeguard Iowa partnership. 20 d. A representative of professional developers of Iowa. 21 e. A representative of the Iowa association of business and 22 industry. 23 f. A representative of the Iowa retail federation. 24 g. A representative of the department of economic 25 development. 26 h. A representative of the homeland security and emergency 27 management division of the department of public defense. 28 i. Two business owners. 29 j. A representative of the Iowa association of regional 30 councils. 31 k. A representative of the Iowa emergency management 32 association. 33 6. Four ex officio, nonvoting members, two from each chamber 34 of the general assembly, shall be appointed, with no more than 35 -2- LSB 5351SV (3) 83 tm/nh 2/ 3

S.F. 2268 one appointed from the same political party from each chamber. 1 The majority leader of the senate, the minority leader of the 2 senate, the speaker of the house of representatives, and the 3 minority leader of the house of representatives shall each 4 appoint one legislative member. The members appointed under 5 this subsection shall not be eligible for per diem and expenses 6 as provided in section 2.10. 7 7. Members of the task force shall not receive a per diem, 8 shall not be reimbursed for actual and necessary expenses while 9 in attendance at any meeting, and shall not be reimbursed for 10 travel expenses. 11 8. The task force may conduct meetings telephonically. 12 EXPLANATION 13 This bill relates to disaster recovery case management. 14 The bill requires the rebuild Iowa office to work with 15 the department of human services and nonprofit, voluntary, 16 and faith-based organizations active in disaster recovery 17 and response in coordination with the homeland security 18 and emergency management division of the department of 19 public defense to establish a statewide system of disaster 20 case management to be activated following the governor’s 21 proclamation of a disaster emergency or the declaration of 22 a major disaster by the president of the United States for 23 individual assistance purposes. The department is required 24 to coordinate case management services locally through local 25 committees as established in each local emergency management 26 commission’s emergency plan. Beginning July 1, 2011, the 27 department of human services shall assume the duties of the 28 rebuild Iowa office. 29 The bill creates a business disaster case management task 30 force to research disaster recovery case management assistance 31 needed for businesses following a major disaster.
