adopt
rules

program
may
be
provided

the

shortage
fund

shortage
the
Iowa
needs
nurses
now
initiative
account

created
in
section
135.175.
The
program
shall
be
designed
27
to
assist
nursing
schools
in
filling
vacancies
in
qualifying
28
positions
throughout
the
state.

b.
The
commission,
in
consultation
with
the
department
30
of
public
health
,
the
board
of
nursing,
the
department
of
31
education,
and
the
Iowa
nurses
association,
and
in
cooperation

with
nursing
schools
throughout
the
state,
shall
develop
a

distribution
formula
which
shall
provide
that
no
more
than

thirty
percent
of
the
available
moneys
are
awarded
to

eligibility
for
a
fellowship,
the

qualifying

a
nursing
school.

Documented
recruiting
efforts
by
a
nursing
school.

(3)
The
geographic
location
of
a
nursing
school.

(4)
The
type
of
nursing
program
offered
at
the
nursing
16
school,
including
associate,
bachelor’s,
master’s,
or
doctoral
17
degrees
in
nursing,
and
the
need
for
the
specific
nursing
18
program
in
the
state.

scholarship
program.

a.
The
commission
shall
establish
a
nurse
educator
21
scholarship
program.
Funding
for
the
program
may
be
provided

through
the
health

workforce
shortage
fund
or
the
health

The
goal
of
the
nurse

educator
scholarship
program
is
to
address
the
waiting
list
of

qualified
applicants
to
Iowa’s
nursing
schools
by
providing

incentives
for
the
training
of
additional
nursing
educators.

purposes
of
this
subsection,
“nurse
educator”
means

a
registered
nurse
who

adopt
rules

pursuant
to
chapter

relating
to
the
establishment

BOARD
OF
NURSING
——
DATA
COLLECTION
REGARDING

NURSING
WORKFORCE.
The
board
of
nursing
shall
replace

its
existing
database
and
data
platform
to
allow
for
the
31
maintenance
of
archival
information
and
enhanced
public
access
32
and
shall
update
its
nursing
survey
instrument
to
ensure
the
33
collection
of
more
complete
and
usable
data
in
assessing
Iowa’s
34
nursing
workforce.

This
Act
shall
be
implemented
only

to
the
extent
funding
is
available.

EXPLANATION
7
This
bill
includes
provisions
relating
to
the
nursing
8
workforce.

The
bill
directs
the
department
of
workforce
development
10
to
establish
a
nursing
workforce
data
clearinghouse
for
11
the
purpose
of
collecting
and
maintaining
data
from
all
12
available
and
appropriate
sources
regarding
Iowa’s
nursing
13
workforce.
The
department
is
to
have
access
to
all
data
14
regarding
Iowa’s
nursing
workforce
collected
or
maintained
15
by
any
state
department
or
agency
to
support
the
data
16
clearinghouse,
and
the
information
maintained
in
the
nursing
17
workforce
data
clearinghouse
is
to
be
available
to
any
state
18
department
or
agency.
The
bill
directs
the
department
of
19
workforce
development
to
consult
with
the
board
of
nursing,

the
department
of

health
(DPH),
the
department
of

education,
and
other
appropriate
entities
in

rulemaking
authority

Iowa
needs
nurses
now
initiative,
to

consult
with
the
Iowa
board
of
nursing,
the
department
of

education,
and
the
Iowa
nurses
association
in
adopting
rules

and
distributing
funds.

The
bill
also
adds
two
accounts
to
the
health
care
workforce
9
shortage
fund:
the
Iowa
needs
nurses
now
infrastructure

account
under
the
control
of
DPH
to
provide
for
the
awarding
11
of
grants
for
clinical
simulators,
laboratory
facilities,
12
health
information
technology,
and
other
infrastructure
to
13
improve
the
training
of
nurses
and
nurse
educators
in
the
14
state
and
to
enhance
the
clinical
experience
for
nurses;
and
15
the
nurse
residency
training
state
matching
grants
program
16
account
under
the
control
of
DPH
to
provide
matching
state
17
funding
to
sponsors
of
nurse
residency
programs
in
this
state
18
to
establish,
expand,
or
support
nurse
residency
training

programs
that
meet

The

bill
also

the
parameters

scholarship
