Section
1.
NEW
SECTION
.
724.31
Transportation
and
storage
1
of
firearms
——
privately
owned
motor
vehicles.

1.
Except
as
provided
in
subsection
4,
a
person
who
lawfully
3
possesses
a
firearm
may
transport
or
store
such
firearm
in
4
a
locked,
privately
owned
motor
vehicle
in
any
parking
lot,
5
parking
garage,
or
other
designated
parking
area.
6
2.
Except
as
provided
in
subsection
3,
a
property
owner,
7
tenant,
public
or
private
employer,
business
entity,
or
8
any
agent
or
employee
thereof,
shall
not
be
liable
in
any
9
civil
action
for
damages
resulting
from
or
arising
out
of
an
10
occurrence
involving
a
firearm
transported
or
stored
pursuant
11
to
this
section.

3.
A
property
owner,
tenant,
public
or
private
employer,
13
business
entity,
or
any
agent
or
employee
thereof,
shall
not
14
prohibit
a
person
from
transporting
or
storing
a
firearm
15
pursuant
to
subsection
1.
However,
this
section
shall
not
16
prohibit
a
public
or
private
employer
or
business
entity
from
17
adopting
a
policy
specifying
that
a
firearm
stored
in
a
locked,
18
privately
owned
motor
vehicle
on
property
controlled
by
the
19
public
or
private
employer
or
business
entity
be
placed
within
20
a
locked
case
or
container
within
the
vehicle.

4.
This
section
shall
not
apply
to
the
following:
22
a.
Any
property
where
the
possession
of
a
firearm
is
23
prohibited
under
state
or
federal
law.
24
b.
Any
vehicle
owned
or
leased
by
a
public
or
private
25
employer
or
business
entity
and
used
by
an
employee
thereof
in
26
the
course
of
the
employee’s
business
if
access
to
the
parking
27
area
is
restricted
or
limited
through
the
use
of
a
fence,
gate,
28
security
station,
signage,
or
other
means
of
restricting
or
29
limiting
general
public
access
onto
the
parking
area
and
if
any
30
of
the
following
applies:

(1)
The
public
or
private
employer
or
business
entity
32
provides
facilities
for
the
temporary
storage
of
unloaded
33
firearms.

The
public
or
private
employer
or
business
entity

provides
an
alternative
parking
area,
which
is
reasonably
close
1
to
the
main
parking
area,
in
which
employees
and
other
persons
2
are
allowed
to
transport
or
store
firearms
in
locked,
privately
3
owned
motor
vehicles
pursuant
to
this
section.

EXPLANATION
5
This
bill
relates
to
the
transportation
and
storage
of
6
firearms
in
privately
owned
motor
vehicles.
7
The
bill
provides
that
except
as
otherwise
provided
in
the
8
bill,
a
person
who
lawfully
possesses
a
firearm
may
transport
9
or
store
such
firearm
in
a
locked,
privately
owned
motor
10
vehicle
in
any
parking
lot,
parking
garage,
or
other
designated
11
parking
area.

The
bill
provides
that,
except
as
otherwise
provided
in
the
13
bill,
a
property
owner,
tenant,
public
or
private
employer,
or
14
business
entity,
or
any
agent
or
employee
thereof,
shall
not
15
be
liable
in
any
civil
action
for
damages
resulting
from
or
16
arising
out
of
an
occurrence
involving
a
firearm
transported
17
or
stored
under
the
provisions
of
the
bill.
A
property
owner,
18
tenant,
public
or
private
employer,
or
business
entity,
or
any
19
agent
or
employee
thereof,
shall
not
prohibit
a
person
from
20
transporting
or
storing
a
firearm;
however,
a
public
or
private
21
employer
or
business
entity
may
adopt
a
policy
specifying
that
22
a
firearm
stored
in
a
locked,
privately
owned
motor
vehicle
23
on
property
controlled
by
the
public
or
private
employer
or
24
business
entity
be
placed
within
a
locked
case
or
container
25
within
the
vehicle.
26
The
bill
does
not
apply
to
any
property
where
the
possession
27
of
firearms
is
prohibited
under
state
or
federal
law
or
any
28
vehicle
owned
or
leased
by
a
public
or
private
employer
or
29
business
entity
and
used
by
an
employee
thereof
in
the
course
30
of
the
employee’s
business
if
access
to
the
parking
area

is
restricted
or
limited
through
the

of
a
