S.F. 2177 Section 1. Section 8.54, Code 2009, is amended by adding the 1 following new subsection: 2 NEW SUBSECTION . 6A. If a bill or joint resolution provides 3 for new revenue or appropriations bonding authority, or 4 an expansion of existing revenue or appropriations bonding 5 authority, which bonds are funded in whole or in part from 6 moneys from the general fund or from another portion of the 7 state treasury, the bill or joint resolution shall not become 8 law unless approved by the affirmative votes of at least 9 two-thirds of the whole membership of each house of the general 10 assembly. 11 EXPLANATION 12 This bill relates to the use of revenue or appropriations 13 bonding authority by the state. 14 The bill requires, as part of the state general fund 15 expenditure limitation law in Code section 8.54, that enactment 16 of a bill or joint resolution providing for new or expanded 17 authority to issue revenue or appropriations bonds funded in 18 whole or in part from moneys from the general fund or from 19 another portion of the state treasury requires a two-thirds 20 majority of each house of the general assembly. 21 -1- LSB 5736XS (8) 83 jp/rj 1/ 1
