by
adding

the
following
new
subparagraph
division:

DIVISION
.
(Oa)
(i)
Each
fiscal
year
for

the
fiscal
period
beginning
July
1,
2010,
and
ending
June
30,
5
2014,
not
more
than
two
hundred
fifty
thousand
dollars
to
the
6
department
for
purposes
of
awarding
a
beautification
grant
each
7
year
to
one
organization
that
does
all
of
the
following:
8
(A)
Assists
communities
and
organizations
in
cleanup
and
9
beautification
projects.
10
(B)
Conducts
research
to
assist
in
the
understanding
of
11
reasons
for
littering
and
illegal
dumping.
12
(C)
Administers
antilittering
and
beautification
education
13
programs.
14
(D)
Increases
public
awareness
of
the
costs
of
littering.
15
(ii)
The
grant
recipient
shall
do
all
of
the
following:

(A)
Expend
not
more
than
twenty-five
percent
of
the
moneys
17
for
a
public
education
and
awareness
initiative
designed
to
18
reduce
litter
and
illegal
dumping.
19
(B)
Expend
not
more
than
twenty-five
percent
of
the
moneys
20
for
all
of
the
following:

(I)
An
educational
initiative
designed
to
discourage
22
littering
and
illegal
dumping
for
persons
attending
school
in
23
kindergarten
through
grade
twelve.
24
(II)
A
litter-free
schools
initiative.
25
(III)
A
neighborhood
beautification
initiative.
26
(C)
Expend
not
more
than
twenty-five
percent
of
the
moneys
27
for
an
illegal
dumping
surveillance
program.
28
(D)
Expend
not
more
than
twenty-five
percent
of
the
moneys
29
for
a
community
partnership
program
designed
to
support
30
community
beautification
projects.

(iii)
As
a
condition
of
the
grant
award
each
year,
the
32
department
shall
require
the
grant
recipient
to
submit
a
33
written
report
to
the
department
by
the
end
of
the
fiscal
year
34
for
which
the
grant
is
awarded.
In
addition
to
any
other

information
required
by
the
department,
the
report
shall

include
information
detailing
the
expenditure
of
all
moneys

received
by
the
organization
and
the
results
achieved
through

the
expenditure
of
the

EXPLANATION
5
This
bill
relates
to
beautification
grants.
6
The
bill,
for
the
fiscal
period
beginning
July
1,
2010,
7
and
ending
June
30,
2014,
annually
allocates
$250,000
from
8
the
solid
waste
account
of
the
groundwater
protection
fund
9
to
the
department
of
natural
resources
for
purposes
of
a
10
beautification
grant
to
be
awarded
to
one
organization.
11
The
bill
provides
criteria
for
determining
the
grant
12
recipient.
13
The
bill
requires
the
grant
recipient
to
use
grant
moneys
14
for
a
public
education
and
awareness
initiative
designed
to
15
reduce
litter
and
illegal
dumping,
an
educational
initiative
16
designed
to
discourage
littering
and
illegal
dumping
for
17
persons
attending
school
in
kindergarten
through
grade
12,
a
18
litter-free
schools
initiative,
a
neighborhood
beautification
19
initiative,
an
illegal
dumping
surveillance
program,
and
a
20
community
partnership
program
designed
to
support
community
21
beautification
projects.

The
bill
includes
a
reporting
requirement
for
grant
23
recipients.
