Solar

1.
An
electric
public
utility,
whether
required
to
3
be
rate-regulated
under
this
chapter
or
exempt
from
rate
4
regulation
pursuant
to
the
provisions
of
sections
476.1A,
5
476.1B,
or
476.1C,
shall
produce
or
purchase
the
utility’s
6
share,
as
determined
in
subsection
2,
of
seven
megawatts
of
7
power
from
solar
electric
generation
sources
by
December
31,
8
2014.

2.
Each
electric
public
utility’s
share
of
seven
megawatts
10
of
power
shall
be
determined
by
the
board
based
on
that
11
utility’s
proportionate
share
of
sales
of
electricity
in
the
12
state
for
the
year
ending
December
31,
2010.
By
March
1,
13
2011,
the
board
shall
notify
each
electric
public
utility
of
14
the
amount
so
determined.
An
electric
public
utility
required
15
to
be
rate-regulated
may
include
this
amount
for
purposes
of
16
satisfying
the
renewable
energy
standard
specified
in
section
17
476.44,
subsection
2.

The
solar
electric
generation
standard
established
in
19
this
section
may
be
satisfied
either
through
construction
of
a
20
solar
electric
generation
facility
by
an
individual
utility
or
21
by
more
than
one
utility
collectively,
or
by
entering
into
a
22
power
purchase
agreement
with
an
alternate
energy
production
23
facility
located
in
this
state.
Solar
electrically
generated
24
energy
produced
or
purchased
by
a
utility,
which
was
originally
25
placed
in
production
or
use
prior
to
December
31,
2014,
may
be
26
counted
toward
satisfying
the
standard.

4.
For
purposes
of
this
section,
“solar
electric
generation”
28
means
electricity
generated
directly
or
indirectly
by
sunlight
29
without
combustion.

EXPLANATION
31
This
bill
establishes
a
solar
electric
generation
standard
32
applicable
to
all
electric
public
utilities
in
this
state.

The
bill
requires
each
electric
public
utility
to
produce
34
or
purchase
its
share
of
seven
megawatts
of
power
from
solar

sources
by
December
31,
2014.
Each

utility’s
share
shall
be
determined
by
the
Iowa
utilities
2
board
based
on
the
utility’s
proportionate
share
of
sales
of

electricity
in
the
state
for
the
year
ending
December
31,

2010.
The
bill
directs
the
board
to
notify
each
utility
of
5
the
amount
so
determined
by
March
1,
2011.
The
bill
permits
6
a
rate-regulated
electric
public
utility
to
include
the
7
amount
determined
for
purposes
of
satisfying
the
105-megawatt
8
proportionate
share
renewable
energy
purchase
requirement
9
specified
in
Code
section
476.44,
subsection
2.

The
bill
provides
that
the
solar
electric
generation
11
standard
may
be
satisfied
either
through
construction
of
a
12
solar
electric
generation
facility
individually
or
by
more
than
13
one
utility

or
by

into
a
power

an
