There

is
appropriated
from
the
general
fund
of
the
state
to
the

department
of
workforce
development
for
the
fiscal
year

beginning
July
1,
2010,
and
ending
June
30,
2011,
the
following

amount,
or
so
much
thereof
as
is
necessary,
to
be
used
for
the
6
purposes
designated:

For
allocation
to
the
workforce
development
board
to
8
award
grants
to
Iowa
community
colleges
to
implement
the
9
recommendations
of
the
green
jobs
task
force,
established
10
by
executive
order
number
16,
with
fifty
percent
of
the
11
grants
being
used
to
provide
outreach
programs
to
underserved

populations:

For
purposes
of
this
section,
“underserved
populations”

means
persons
making
less
than
twenty
thousand
dollars
a
year,
16
minorities,
persons
with
disabilities,
the
elderly,
and
persons
17
convicted
of
a
felony
who
are
attempting
to
reenter
society
18
after
release
from
incarceration.

EXPLANATION
20
This
bill
appropriates
$1
million
to
the
department
of
21
workforce
development
for
FY
2010-2011.
The
funds
are
to
be
22
allocated
to
the
workforce
development
board
for
grants
to
23
Iowa
community
colleges
to
implement
the
recommendations
of
24
the
green
jobs
task
force,
which
was
established
by
Executive
25
Order
Number
16.
Fifty
percent
of
the
grants
shall
be
used
to
26
provide
outreach
programs
to
underserved
populations.
