H.F. _____ Section 1. NEW SECTION . 69.16D Young adult representation. 1 1. For purposes of this section, unless the context 2 otherwise requires: 3 a. “Qualified appointive boards” means all of the following: 4 (1) The Iowa economic development board created in section 5 15.103. 6 (2) The vision Iowa board created in section 15F.102. 7 (3) The commission of Latino affairs created in section 8 216A.12. 9 (4) The commission on the status of women created in section 10 216A.52. 11 (5) The commission of persons with disabilities created in 12 section 216A.72. 13 (6) The commission on community action agencies created in 14 section 216A.92A. 15 (7) The commission on the deaf created in section 216A.112. 16 (8) The commission on the status of African-Americans 17 created in section 216A.142. 18 (9) The commission on the status of Iowans of Asian and 19 Pacific Islander heritage created in section 216A.152. 20 (10) The commission on Native American affairs created in 21 section 216A.162. 22 (11) The state board of regents created in section 262.1. 23 (12) The Iowa great places board established in section 24 303.3C. 25 (13) The Iowa arts council created in section 303.86. 26 (14) The natural resource commission created in section 27 455A.5. 28 b. “Young adult” means a person who, at the time of 29 appointment or reappointment, is at least eighteen years of age 30 but less than thirty-five years of age. 31 2. a. All appointive boards, commissions, committees, and 32 councils of the state established by the Code should provide, 33 to the extent practicable and if not otherwise provided by law, 34 for young adult representation. H.F. _____ boards, commissions, committees, and councils should consider 1 qualified young adults for appointment to boards, commissions, 2 committees, and councils. 3 b. All qualified appointive boards shall include at least 4 two members who are young adults. A person shall not be 5 appointed or reappointed to any qualified appointive board 6 if that appointment or reappointment would cause the number 7 of young adult members of the qualified appointive board to 8 be less than two members. If there are multiple appointing 9 authorities for a qualified appointive board, they shall 10 consult each other to avoid a violation of this paragraph “b” . 11 Sec. 2. APPLICABILITY DATE. The provision of this Act 12 requiring the appointment of young adults to qualified 13 appointive boards is applicable to appointments made to 14 qualified appointive boards on and after January 1, 2011. 15 EXPLANATION 16 This bill concerns the appointment of young adults to 17 appointive boards, commissions, committees, and councils of the 18 state that are established by the Code. The bill provides that 19 a young adult is a person who, at the time of appointment, is at 20 least 18 but less than 35 years of age. 21 The bill provides that all appointive boards, commissions, 22 committees, and councils established by the Code should 23 provide for young adult representation and provides that 24 appointing authorities should consider qualified young adults 25 for appointment to such boards, commissions, committees, and 26 councils. 27 The bill also provides that certain qualified appointive 28 boards shall include at least two young adult members on 29 the board by January 1, 2011. The bill defines qualified 30 appointive boards to mean the economic development board, 31 the vision Iowa board, the commission of Latino affairs, the 32 commission on the status of women, the commission of persons 33 with disabilities, the commission on community action agencies, 34 the commission on the deaf, the commission on the status of 35 -2- LSB 6186YC (1) 83 ec/sc 2/ 3
H.F. _____ African-Americans, the commission on the status of Iowans 1 of Asian and Pacific Islander heritage, the commission on 2 Native American affairs, the state board of regents, the great 3 places board, the Iowa arts council, and the natural resource 4 commission. 5 The provision of the bill requiring the appointment of 6 young adults to qualified appointive boards is applicable to 7 appointments made to those boards on and after January 1, 2011. 8 -3- LSB 6186YC (1) 83 ec/sc 3/ 3
