H.F. _____ Section 1. NEW SECTION . 29C.20B Disaster case management. 1 1. The department of human services shall work with 2 nonprofit, voluntary, and faith-based organizations active 3 in disaster recovery and response in coordination with 4 the homeland security and emergency management division 5 to establish and coordinate a statewide system of disaster 6 case management to be activated following the governor’s 7 proclamation of a disaster emergency or the declaration of a 8 major disaster by the president of the United States. Under 9 the system, the department of human services shall coordinate 10 the provision of services locally through local committees as 11 established in each county’s emergency plan. 12 2. The department of human services, in conjunction with 13 the homeland security and emergency management division and an 14 Iowa representative to the national voluntary organizations 15 active in disaster, shall adopt rules pursuant to chapter 16 17A to create coordination mechanisms and standards for the 17 establishment and implementation of a statewide system of 18 disaster case management which shall include at least all of 19 the following: 20 a. Disaster case management standards. 21 b. Disaster case management policies. 22 c. Reporting requirements. 23 d. Eligibility criteria. 24 e. Coordination mechanisms necessary to carry out the 25 services provided. 26 f. Develop formal working relationships with agencies and 27 create interagency agreements for those considered to provide 28 disaster case management services. 29 g. Provide a central point of coordination of all available 30 services for individuals from multiple agencies. 31 Sec. 2. BUSINESS DISASTER CASE MANAGEMENT TASK FORCE. 32 1. A business disaster case management task force is 33 established to research disaster recovery case management 34 assistance needed for businesses following a major disaster. 35 -1- LSB 5351HC (1) 83 tm/nh 1/ 3

H.F. _____ The task force shall recommend steps for preparing to provide 1 such assistance following disasters. 2 2. The task force shall consult with experts, businesses 3 impacted by previous disasters, and other interested 4 stakeholders. 5 3. The task force shall submit written recommendations to 6 the governor and the general assembly by November 15, 2010. 7 4. The rebuild Iowa office shall provide staffing for the 8 task force. 9 5. The task force shall consist of the following members 10 appointed by the governor: 11 a. A representative of the United States small business 12 administration. 13 b. A representative of Iowa small business development 14 centers. 15 c. A representative of the safeguard Iowa partnership. 16 d. A representative of professional developers of Iowa. 17 e. A representative of the Iowa association of business and 18 industry. 19 f. A representative of the Iowa retail federation. 20 g. A representative of the department of economic 21 development. 22 h. A representative of the homeland security and emergency 23 management division of the department of public defense. 24 i. Two business owners. 25 6. Members of the task force shall not receive a per diem, 26 shall not be reimbursed for actual and necessary expenses while 27 in attendance at any meeting, and shall not be reimbursed for 28 travel expenses. 29 7. The task force may conduct meetings telephonically. 30 EXPLANATION 31 This bill relates to disaster recovery case management. 32 The bill requires the department of human services to work 33 with nonprofit, voluntary, and faith-based organizations active 34 in disaster recovery and response in coordination with the 35 -2- LSB 5351HC (1) 83 tm/nh 2/ 3

The task 11 force shall recommend steps for preparing to provide such 12 assistance following disasters by November 15, 2010.
