MILLER 1 13 A Resolution urging the spending of federal economic 1 14 recovery funds on products that are made and services 1 15 that are performed in the United States. 1 16 WHEREAS, the economic downturn is having a critical 1 17 impact on everyday Americans who are struggling to 1 18 maintain or find jobs in an increasingly difficult 1 19 environment; and 1 20 WHEREAS, those same Americans are the taxpayers 1 21 that provide the revenue needed to operate essential 1 22 government services; and 1 23 WHEREAS, the Congress of the United States passed, 1 24 and President Obama recently signed into law, an 1 25 economic recovery package that will provide billions 1 26 of dollars to help economically devastated cities and 1 27 states immediately provide jobs to millions of 1 28 out=of=work Americans through considerable 1 29 infrastructure rebuilding, green energy projects, and 1 30 other projects that will require manufactured 2 1 components; and 2 2 WHEREAS, our taxpayer dollars should be spent to 2 3 maximize the creation of American jobs and restore the 2 4 economic vitality of our communities; and 2 5 WHEREAS, any domestically produced products that 2 6 are purchased with economic recovery plan funds will 2 7 immediately help struggling businesses and American 2 8 families and will help stabilize the greater economy; 2 9 and 2 10 WHEREAS, any economic recovery plan spending for 2 11 products and services should, to the extent possible, 2 12 include a commitment from this state to buy materials, 2 13 goods, and services that are produced or performed by 2 14 companies within the United States, thus employing the 2 15 workers that pay taxes for the economic recovery plan 2 16 spending; NOW THEREFORE, 2 17 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, 2 18 That the House of Representatives will work to 2 19 maximize the creation of American jobs and restore 2 20 economic growth and opportunity by urging the spending 2 21 of economic recovery plan funds on products and 2 22 services that both create jobs and help keep Americans 2 23 employed; and 2 24 BE IT FURTHER RESOLVED, That the House of 2 25 Representatives urges that economic recovery funds 2 26 received by the state of Iowa be used to purchase, 2 27 when possible, products that are made and services 2 28 that are performed in the United States; and 2 29 BE IT FURTHER RESOLVED, That the House of 2 30 Representatives calls upon all state agencies to 3 1 promptly establish procurement priorities so as to 3 2 give American workers and producers the opportunity to 3 3 identify and provide American products and services to 3 4 maximize the success of this nation's economic 3 5 recovery program. 3 6 LSB 2712HH 83 3 7 jr/nh/8
