  1  1    Section 1.  2008 Iowa Acts, chapter 1109, section 11,
  1  2 subsection 2, paragraphs a and c, are amended to read as
  1  3 follows:
  1  4    a.  The task force shall consist of the following voting
  1  5 members:
  1  6    (1)  One member selected nominated by the Iowa recycling
  1  7 association.
  1  8    (2)  One member selected nominated by the Iowa society of
  1  9 solid waste operations.
  1 10    (3)  Three members selected nominated by the Iowa society
  1 11 of solid waste operations representing solid waste planning
  1 12 areas of various sizes and from various locations across the
  1 13 state.
  1 14    (4)  One member selected nominated by the Iowa league of
  1 15 cities.
  1 16    (5)  One member selected nominated by the solid waste
  1 17 association of north America representing private solid waste
  1 18 disposal entities.
  1 19    (6)  The director of the department of natural resources,
  1 20 or the director's designee.
  1 21    (7)  One member selected nominated by the Iowa
  1 22 environmental council.
  1 23    (8)  One member selected nominated by the league of women
  1 24 voters of Iowa.
  1 25    (9)  One member selected nominated by the Iowa wholesale
  1 26 beer distributors association.
  1 27    (10)  One member selected nominated by the Iowa beverage
  1 28 association representing juice and soft drink distributors.
  1 29    (11)  One member selected nominated by the Iowa bottle bill
  1 30 coalition representing independent redemption centers.
  1 31    (12)  One member selected nominated by the Iowa association
  1 32 of counties.
  1 33    (13)  One member selected nominated by the Iowa farm bureau
  1 34 federation.
  1 35    (14)  One member selected nominated by the Iowa association
  2  1 of business and industry.
  2  2    (15)  One member selected nominated by the home builders
  2  3 association of Iowa.
  2  4    (16)  The director of the alcoholic beverages division of
  2  5 the department of commerce, or the director's designee.
  2  6    (17)  One member selected nominated by keep Iowa beautiful.
  2  7    (18)  One member selected nominated by the Iowa grocery
  2  8 industry association.
  2  9    (19)  One member selected nominated by the Iowa dairy foods
  2 10 association.
  2 11    (20)  One member selected nominated by the petroleum
  2 12 marketers and convenience stores of Iowa.
  2 13    (21)  One member selected nominated by the Iowa retail
  2 14 federation.
  2 15    (22)  One member selected nominated by the Iowa wine
  2 16 growers association.
  2 17    (23)  The director of the department of transportation, or
  2 18 the director's designee.
  2 19    (24)  One member nominated by the Iowa division of the
  2 20 Izaak Walton league.
  2 21    (25)  One member nominated by the American chemistry
  2 22 council.
  2 23    (26)  One member nominated by the Iowa chapter of the
  2 24 sierra club.
  2 25    (27)  One member representing the brewer industry who is a
  2 26 member of the beer institute and who sells beer in Iowa and
  2 27 surrounding states.
  2 28    c.  The voting members shall be appointed by the governor
  2 29 in compliance with the requirements of sections 69.16, 69.16A,
  2 30 and 69.19, and shall serve for the duration of the task force.
  2 31    Sec. 2.  2008 Iowa Acts, chapter 1109, section 11,
  2 32 subsections 4 and 5, are amended to read as follows:
  2 33    4.  REPORT.  The task force shall submit a written report
  2 34 containing its findings and recommendations to the governor
  2 35 and the general assembly by January 1, 2009 2010.
  3  1    5.  DISSOLUTION.  The task force shall complete its duties
  3  2 no later than January 1, 2009 2010, but may complete its
  3  3 duties and dissolve itself prior to that date.
  3  4                           EXPLANATION
  3  5    This bill requires the governor to appoint the voting
  3  6 members of the comprehensive recycling planning task force
  3  7 from persons nominated by certain associations.  Currently,
  3  8 the voting members are selected by various private entities.
  3  9    The bill adds four new members to the task force.
  3 10    The task force was required to submit a written report to
  3 11 the governor and the general assembly by January 1, 2009, and
  3 12 was to be dissolved by January 1, 2009.  The bill changes both
  3 13 dates to January 1, 2010.
