1 An Act relating to articulation agreements between public
2 postsecondary institutions.

1 1 Section 1. Section 260C.14, Code 2009, is amended by
1 2 adding the following new subsection:
1 3 NEW SUBSECTION. 23. Enter into a collective statewide
1 4 articulation agreement with the state board of regents
1 5 pursuant to section 262.9, subsection 32, which shall provide
1 6 for the seamless transfer of academic credits from a completed
1 7 associate of arts or associate of science degree program
1 8 offered by a community college to a baccalaureate degree
1 9 program offered by an institution of higher education governed
1 10 by the state board of regents.
1 11 Sec. 2. Section 262.9, Code 2009, is amended by adding the
1 12 following new subsection:
1 13 NEW SUBSECTION. 32. In consultation with the state board
1 14 for community colleges established pursuant to section 260C.3,
1 15 establish and enter into a collective statewide articulation
1 16 agreement with the community colleges established pursuant to
1 17 chapter 260C, which shall provide for the seamless transfer of
1 18 academic credits from a completed associate of arts or
1 19 associate of science degree program offered by a community
1 20 college to a baccalaureate degree program offered by an
1 21 institution of higher education governed by the state board of
1 22 regents.
1 23 EXPLANATION
1 24 This bill relates to articulation of academic credits
1 25 between the state's postsecondary institutions by directing
1 26 the boards of directors of the community colleges and the
1 27 state board of regents to enter into a collective statewide
1 28 articulation agreement to provide for the seamless transfer of
1 29 academic credits from a completed associate of arts or
1 30 associate of science degree program offered by a community
1 31 college to a baccalaureate degree program offered by a regents
1 32 university.
