1 1 Section 1. MOTOR VEHICLE EMISSIONS INTERIM STUDY. The
1 2 legislative council is requested to establish an interim study
1 3 committee to examine motor vehicle emission standards
1 4 including whether adoption of the California motor vehicle
1 5 emissions standards is a best practice for the state of Iowa,
1 6 how to increase the fuel efficiency of motor vehicles in the
1 7 state, and what the consumer cost savings are related to
1 8 increasing the fuel efficiency of motor vehicles in the state.
1 9 The interim study committee should develop a state directive
1 10 aimed at adopting motor vehicle emission standards that exceed
1 11 federal standards and making Iowa a national leader in low
1 12 usage of carbon fuels. The committee shall be composed of ten
1 13 members, representing both political parties and both houses
1 14 of the general assembly. Five members shall be members of the
1 15 senate, three of whom shall be appointed by the majority
1 16 leader of the senate and two of whom shall be appointed by the
1 17 minority leader of the senate. The other five members shall
1 18 be members of the house of representatives, three of whom
1 19 shall be appointed by the speaker of the house of
1 20 representatives, and two of whom shall be appointed by the
1 21 minority leader of the house of representatives. The
1 22 committee shall issue a report of its recommendations to the
1 23 general assembly by January 15, 2010.
1 24 Sec. 2. FEASIBILITY STUDY. The office of energy
1 25 independence shall conduct a feasibility study to assess the
1 26 cost savings if Iowa were to adopt the California motor
1 27 vehicle emissions standards or corporate average fuel economy
1 28 standards that are more stringent than those adopted by the
1 29 national highway traffic safety administration. The office
1 30 shall submit the findings of the study to the general assembly
1 31 by October 1, 2009.
1 32 Sec. 3. LOW CARBON FUEL STANDARDS STUDY. The office of
1 33 energy independence shall conduct a study to assess and make
1 34 recommendations regarding the adoption of a low carbon fuel
1 35 standard. The office shall submit the findings of the study
2 1 to the general assembly by October 1, 2009.
2 2 EXPLANATION
2 3 This bill relates to motor vehicle emission standards.
2 4 The bill requests the legislative council to establish an
2 5 interim study committee to examine motor vehicle emission
2 6 standards.
2 7 The bill requires the office of energy independence to
2 8 conduct a feasibility study to assess the cost savings if Iowa
2 9 were to adopt the California motor vehicle emissions standards
