  3    order in domestic abuse cases to be supervised by an
  4    electronic tracking and monitoring system.

  1  1    Section 1.  NEW SECTION.  664A.7A  ELECTRONIC MONITORING.
  1  2    A person charged with or convicted of a violation of a
  1  3 no=contact order entered for the offense or alleged offense of
  1  4 domestic abuse assault in violation of section 708.2A, or of a
  1  5 violation of a protective order issued pursuant to chapter
  1  6 236, may be ordered by the court, as a condition of bail,
  1  7 probation, parole, or work release, to be supervised by an
  1  8 electronic tracking and monitoring system that does all of the
  1  9 following:
  1 10    1.  Immediately notifies law enforcement or other monitors
  1 11 of any breach of a court=ordered restriction to remain within
  1 12 certain physical boundaries.
  1 13    2.  Notifies the victim in near=real time of any breach.
  1 14    3.  Allows monitors to speak to the offender through a
  1 15 cellular telephone implanted in the bracelet device.
  1 16    4.  Has a loud alarm that can be activated to warn the
  1 17 potential victim of the person's presence in a forbidden area.
  1 18                           EXPLANATION
  1 19    This bill provides that a person charged with or convicted
  1 20 of a violation of a no=contact order entered for the offense
  1 21 or alleged offense of domestic abuse assault in violation of
  1 22 Code section 708.2A, or of a violation of a protective order
  1 23 issued pursuant to Code chapter 236, may be ordered by the
  1 24 court, as a condition of bail, probation, parole, or work
  1 25 release, to be supervised by an electronic tracking and
  1 26 monitoring system that immediately notifies law enforcement or
  1 27 other monitors of any breach of a court=ordered restriction to
  1 28 remain within certain physical boundaries, notifies the victim
  1 29 in near=real time of any breach, allows monitors to speak to
  1 30 the offender through a cellular telephone implanted in the
  1 31 bracelet device, and that has a loud alarm that can be
  1 32 activated to warn the potential victim of the person's
  1 33 presence in a forbidden area.
