1 An Act concerning labor management committees.
2 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 1 Section 1. NEW SECTION. 84A.11 LABOR MANAGEMENT
1 2 COMMITTEES.
1 3 1. For purposes of this section, unless the context
1 4 otherwise requires, "labor management committee" means a
1 5 consortium of a least three employers and three employee
1 6 organizations with collective bargaining agreements covering
1 7 employees in this state in which the employers and the
1 8 employee organizations are from the same area or industry and
1 9 meet all of the following requirements:
1 10 a. The committee is organized for the purpose of promoting
1 11 the public interest by improving labor management relations
1 12 and engaging in economic, community, or workforce development
1 13 through joint activities.
1 14 b. The committee is directed by a board with equal
1 15 representation from employers and employee organizations,
1 16 where the employer members have been elected or appointed by
1 17 employers and the labor members have been elected or appointed
1 18 by the applicable employee organization.
1 19 c. The committee is capable of acting without ratification
1 20 or veto by another body or entity.
1 21 2. The department of workforce development may enter into
1 22 contracts with or provide grant funding to labor management
1 23 committees for the purpose of promoting the public interest by
1 24 improving labor management relations and engaging in economic,
1 25 community, or workforce development through joint activities.
1 26 If financial assistance is provided through a grant, the labor
1 27 management committee shall provide a match for such funding in
1 28 an amount at least equal to any state funding provided.
1 29 EXPLANATION
1 30 This bill authorizes the department of workforce
1 31 development to enter in contracts or provide grant funding to
1 32 labor management committees. The bill defines labor
1 33 management committee as a consortium of a least three
1 34 employers and three employee organizations from the same area
1 35 or industry. The bill further requires the committees to be
2 1 organized for the purpose of improving labor management
2 2 relations, be directed by a board with equal employer and
2 3 employee organization representation, and be capable of acting
2 4 without ratification or veto by another body or entity. The
2 5 bill further provides that if grant money is provided by the
2 6 department to a labor management committee, the committee
2 7 shall provide a match for such funding in an amount at least
2 8 equal to any state funding provided.
