1 An Act establishing a regulatory efficiency commission.
2 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 1 Section 1. REGULATORY EFFICIENCY COMMISSION.
1 2 1. A regulatory efficiency commission is established for
1 3 purposes of identifying unneeded regulations, fines, and fees
1 4 that hinder business development. The commission shall also
1 5 identify methods for streamlining access to regulatory
1 6 information. The legislative services agency shall staff the
1 7 committee.
1 8 2. The commission shall consist of eight voting members
1 9 appointed by the governor and four ex officio members.
1 10 a. The eight voting members appointed by the governor are
1 11 subject to the requirements of sections 69.16, 69.16A, and
1 12 69.19. The eight members shall consist of the following:
1 13 (1) Two members shall be economic development
1 14 representatives from two different chambers of commerce. One
1 15 shall be from a metropolitan area with more than fifty
1 16 thousand people and one shall be from a metropolitan area with
1 17 fifty thousand people or less.
1 18 (2) Two members representing agricultural interests.
1 19 (3) One member representing the Iowa association of
1 20 business and industry.
1 21 (4) Two members representing commercial=based and
1 22 manufacturing=based businesses.
1 23 (5) One member representing the Iowa environmental
1 24 council.
1 25 b. The four ex officio members shall be members of the
1 26 general assembly. Two members shall be from the senate and
1 27 two members shall be from the house of representatives, with
1 28 not more than one member from each chamber being from the same
1 29 political party. The two senators shall be designated by the
1 30 president of the senate after consultation with the majority
1 31 and minority leaders of the senate. The two representatives
1 32 shall be designated by the speaker of the house of
1 33 representatives after consultation with the majority and
1 34 minority leaders of the house of representatives. Legislative
1 35 members shall serve in an ex officio, nonvoting capacity.
2 1 3. Meetings of the commission are subject to the
2 2 provisions of chapter 21.
2 3 4. By January 10, 2010, the commission shall submit a
2 4 written report to the governor and the general assembly. The
2 5 report shall include the findings and legislative
2 6 recommendations of the commission. The report shall be
2 7 distributed by the secretary of the senate and the chief clerk
2 8 of the house of representatives to the chairpersons and
2 9 members of the administrative rules review committee and the
2 10 economic growth committees in the senate and the house of
2 11 representatives.
2 12 EXPLANATION
2 13 This bill establishes a regulatory efficiency commission
2 14 for purposes of identifying unneeded regulations, fines, and
2 15 fees that hinder business development. The bill provides that
2 16 the commission shall also identify methods for streamlining
2 17 access to regulatory information. The bill provides that the
2 18 commission shall consist of eight voting members appointed by
2 19 the governor and four nonvoting, ex officio members of the
2 20 general assembly. The bill provides that the meetings of the
2 21 commission are subject to open meetings laws. The bill
2 22 provides that, by January 10, 2010, the commission shall
2 23 submit a written report to the governor and the general
2 24 assembly that includes the findings and legislative
2 25 recommendations of the commission. The bill provides that the
2 26 report shall be distributed by the secretary of the senate and
2 27 the chief clerk of the house of representatives to the
2 28 chairpersons and members of the administrative rules review
2 29 committee and the economic growth committees in the senate and
2 30 the house of representatives.
