H.F. 2461 Section 1. Section 256.7, Code Supplement 2009, is amended 1 by adding the following new subsection: 2 NEW SUBSECTION . 30. Set standards and procedures for the 3 approval of training programs for individuals who seek an 4 authorization issued by the board of educational examiners for 5 employment as a school business official responsible for the 6 financial operations of a school district. 7 Sec. 2. Section 272.31, Code 2009, is amended to read as 8 follows: 9 272.31 Coaching authorization Authorizations —— coaching 10 —— school business officials . 11 1. The minimum requirements for the board to award a 12 coaching authorization to an applicant are: 13 a. Successful completion of one semester credit hour 14 or ten contact hours in a course relating to knowledge and 15 understanding of the structure and function of the human body 16 in relation to physical activity. 17 b. Successful completion of one semester credit hour 18 or ten contact hours in a course relating to knowledge and 19 understanding of human growth and development of children and 20 youth in relation to physical activity. 21 c. Successful completion of two semester credit hours or 22 twenty contact hours in a course relating to knowledge and 23 understanding of the prevention and care of athletic injuries 24 and medical and safety problems relating to physical activity. 25 d. Successful completion of one semester credit hour or ten 26 contact hours relating to knowledge and understanding of the 27 techniques and theory of coaching interscholastic athletics. 28 e. Attainment of at least eighteen years of age. 29 2. a. The board shall issue a school business official 30 authorization to an individual who successfully completes a 31 training program that meets the standards set by the state 32 board of education pursuant to section 256.7, subsection 30, 33 and who complies with rules adopted by the board pursuant to 34 subsection 3. 35 -1- LSB 5404HV (2) 83 kh/sc 1/ 4

A person hired on or after July 1, 2012, as a school 1 business official responsible for the financial operations of 2 a school district who is without prior experience as a school 3 business official in Iowa shall either hold the school business 4 official authorization issued pursuant to paragraph “a” of this 5 subsection or obtain the authorization within two years of the 6 start date of employment as a school business official . 7 c. An individual employed as a school business official 8 prior to July 1, 2012, who meets the requirements of the board, 9 other than the training program requirements of paragraph “a” , 10 shall be issued, at no charge, an initial authorization by the 11 board, but shall meet renewal requirements for an authorization 12 within the time period specified by the board. 13 2. 3. The board of educational examiners shall adopt rules 14 under chapter 17A for coaching authorizations , including , but 15 not limited to , approval of courses, validity and expiration, 16 fees, and suspension and revocation of authorizations. 17 4. The state board of education shall work with institutions 18 of higher education, private colleges and universities, 19 community colleges, and area education agencies , and 20 professional organizations to ensure that the courses and 21 programs required under subsection 1 for authorization under 22 this section are offered throughout the state at convenient 23 times and at a reasonable cost. 24 Sec. 3. SCHOOL BUSINESS OFFICIAL TRAINING PROGRAM AND 25 AUTHORIZATION ADVISORY COMMITTEE. The department of education, 26 in consultation with the board of educational examiners, shall 27 convene an advisory committee to determine the standards and 28 procedures, content, and processes of training programs for 29 individuals who seek an authorization issued by the board of 30 educational examiners for employment as a school business 31 official responsible for the financial operations of a school 32 district. The advisory committee shall be comprised of 33 representatives of the Iowa association of school business 34 officials, individuals holding financial leadership roles 35 -2- LSB 5404HV (2) 83 kh/sc 2/ 4
H.F. 2461 in large, medium, and small school districts, and a public 1 member of the school budget review committee. The advisory 2 committee shall review other states’ professional organizations 3 and programs regarding authorization of school business 4 officials, determine the best practices for school district 5 business management training programs, and identify and 6 recommend the knowledge and skills necessary to obtain a school 7 business official authorization from the board of educational 8 examiners. The advisory committee shall submit its findings 9 and recommendations in a report to the state board of education 10 and the board of educational examiners by December 31, 2010. 11 EXPLANATION 12 This bill directs the state board of education to set 13 standards and procedures for the approval of training programs 14 for individuals who seek an authorization issued by the board 15 of educational examiners for employment as school business 16 officials responsible for the financial operations of school 17 districts, requires the board of educational examiners to 18 adopt rules for the issuance of a school business official 19 authorization to an individual who successfully completes a 20 program that meets the state board’s standards and who complies 21 with the educational examiners board’s rules, and directs the 22 department of education, in consultation with the board of 23 educational examiners, to convene a school business official 24 training program and authorization advisory committee. 25 A person hired on or after July 1, 2012, as a school business 26 official who is without prior experience as a school business 27 official in Iowa must hold the school business official 28 authorization issued by the board pursuant to the bill or 29 obtain the authorization within two years of the start date 30 of employment as a school business official. An individual 31 employed as a school business official prior to July 1, 2012, 32 who meets the board’s requirements, other than the training 33 program requirements, must be issued at no charge an initial 34 authorization by the board, but must meet the board’s renewal 35 -3- LSB 5404HV (2) 83 kh/sc 3/ 4
H.F. 2461 requirements by the time specified by the board. 1 The advisory committee is charged with determining the 2 standards and procedures, content, and processes of training 3 programs for individuals who seek an authorization issued by 4 the board of educational examiners. The advisory committee is 5 comprised of representatives of the Iowa association of school 6 business officials, individuals holding financial leadership 7 roles in large, medium, and small school districts, and a 8 public member of the school budget review committee.
