H.F. 2432 Section 1. RACIAL AND ETHNIC MINORITY TEACHER RECRUITMENT 1 STUDY. Representatives of the department of education 2 and representatives of the area education agencies shall 3 study the opportunities for recruiting racial and ethnic 4 minority teachers from outside the state. Specifically, the 5 representatives shall examine the following issues: 6 1. Examine how to recruit racial and ethnic minority 7 teachers from outside the state who will continue their careers 8 as school administrators. 9 2. Examine the impact of requiring racial and ethnic 10 minority teachers in communities whose population composition 11 includes less than five percent racial and ethnic minority 12 citizens based on the most recent federal decennial census. 13 3. Examine the impact of requiring racial and ethnic 14 minority teachers in communities whose population composition 15 includes five percent or more racial and ethnic minority 16 citizens based on the most recent federal decennial census. 17 For the purposes of this study, “racial and ethnic minority” 18 includes individuals who are African American, Latinos, Asians 19 or Pacific Islanders, American Indians, and Alaskan Native 20 Americans. 21 The representatives shall report their findings to the 22 general assembly by January 10, 2011. 23 EXPLANATION 24 This bill requires representatives of the department of 25 education and area education agencies to study opportunities 26 for recruiting racial and ethnic minority teachers from outside 27 the state. The representatives are given three specific issues 28 to examine relating to community demographics and to teachers’ 29 interest in becoming administrators. “Racial and ethnic 30 minority” is defined in the bill.
