H.F. 2427 Section 1. ECONOMIC IMPACT OF IOWA’S WHITETAIL POPULATION 1 ON THE STATE ECONOMY —— JOINT STUDY. The department of natural 2 resources and the department of transportation shall conduct a 3 comprehensive study regarding the impact of Iowa’s whitetail 4 deer population on the state’s economy during a typical year. 5 1. In conducting the study, the departments shall provide 6 a cost-benefit analysis which accounts for all relevant and 7 available data concerning the economic impacts associated with 8 maintaining the current deer population, including all of the 9 following: 10 a. The estimated revenue generated by resident and 11 nonresident deer hunters, including revenue collected by the 12 state from license fees and indirect revenue generated from 13 persons who expend money in this state as a result of hunting. 14 The departments shall not consider the economic revenue 15 associated with hunting preserves under chapter 484B. 16 b. The estimated costs incurred due to traffic collisions 17 caused by deer; damages to private land including but not 18 limited to crop damage; and damage to public land, including 19 damage to habitat. 20 2. The departments shall cooperate with local governments 21 and other state agencies, including but not limited to the 22 department of agriculture and land stewardship, in conducting 23 the study. The departments may also cooperate with the 24 United States department of agriculture, the United States 25 department of transportation, the national highway traffic 26 safety administration, and private organizations, including but 27 not limited to the insurance institute for highway safety, in 28 conducting the study. 29 3. The departments shall prepare a joint report including 30 their findings. The report may include a target whitetail deer 31 population that achieves the best economic value to the state. 32 The departments shall submit the joint report to the governor 33 and general assembly in an electronic format by January 10, 34 2011. 35 -1- LSB 5932HH (3) 83 da/nh 1/ 2
H.F. 2427 Sec. 2. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 1 immediate importance, takes effect upon enactment. 2 EXPLANATION 3 This bill requires the department of natural resources and 4 the department of transportation to conduct a comprehensive 5 study regarding the impact of Iowa’s whitetail deer population 6 on the state’s economy during a typical year. The bill 7 requires the departments to provide a cost-benefit analysis 8 which accounts for estimated revenue generated by deer hunting 9 and estimated costs incurred by traffic collisions and damage 10 to private and public land. The departments are authorized to 11 cooperate with state and local agencies, federal agencies, and 12 private organizations.
