the

adding
the

terms
that
may
be
used

a

state
agencies

subdivisions

of
the
state.

EXPLANATION

This
bill
relates
to
the
Iowa
summer
youth
corps
program,

the
Iowa
green
corps
program,
and
the
Iowa
conservation
corps

program.

Code
section
15H.2,
relating
to
the
Iowa
commission
on

volunteer
service,
is
amended
to
provide
that
projects

performed
by
the
summer
youth
corps
or
green
corps
programs

that
are
funded
in
whole
or
in
part
with
support
from
the

federal
AmeriCorps
program
are
not
subject
to
Code
chapter

(department
of
administrative
services)
or
Code

to
noncompetition
by

and
are

the
bill
authorizes
the
commission
and
the

department
to
adopt
rules
identifying
standard
contract
terms

that
may
be
used
when
a
program
project
involves
more
than

one
state
agency,
political
subdivision
of
the
state,
or
a
12
combination
of
state
agencies
or
political
subdivisions
of
the
13
state.
14
The
bill
may
allow
a
state
agency
or
political
subdivision
to
15
offer
for
sale
to
the
public
a
service
or
product
that
competes
16
with
private
enterprise.
