H.F. 2356 Section 1. NEW SECTION . 15H.7 Volunteer Iowa license fee 1 fund. 2 1. A volunteer Iowa license fee fund is created in the 3 state treasury under the control of the Iowa commission on 4 volunteer service. Notwithstanding section 12C.7, interest or 5 earnings on moneys in the volunteer Iowa license fee fund shall 6 be credited to the volunteer Iowa license fee fund. The fund 7 shall include the fees credited by the treasurer of state from 8 the sale of special volunteer Iowa motor vehicle registration 9 plates pursuant to section 321.34, subsection 25, paragraph 10 “f” . Moneys in the fund are appropriated to the commission 11 to be distributed to eligible recipients. The commission 12 shall first distribute funds, to the extent practicable, 13 in accordance with the designations made by motor vehicle 14 registrants under section 321.34, subsection 25, paragraph “e” . 15 Remaining funds shall be distributed as the commission deems 16 appropriate. 17 2. For purposes of this section, “eligible recipient” means 18 any entity approved by the commission for receipt of volunteer 19 Iowa license fee funds including a mentoring program certified 20 by the commission, a volunteer center recognized by the 21 commission, a national service program, or any other program 22 supported by the commission. 23 Sec. 2. Section 321.34, Code 2009, is amended by adding the 24 following new subsection: 25 NEW SUBSECTION . 25. Volunteer Iowa plates. 26 a. Upon payment of the initial set-up costs for establishing 27 the volunteer Iowa plate, the department, in consultation 28 with the Iowa commission on volunteer service, shall design 29 a special volunteer Iowa plate displaying the address of 30 the volunteer Iowa internet site and a message encouraging 31 volunteerism. 32 b. Upon application and payment of the proper fees, the 33 director may issue volunteer Iowa plates to the owner of a 34 vehicle referred to in subsection 12. 35 -1- LSB 6150YH (2) 83 dea/nh 1/ 4

H.F. 2356 c. The special fee for letter-number designated volunteer 1 Iowa plates is forty dollars. The fee for personalized 2 volunteer Iowa plates is twenty-five dollars, which shall be 3 paid in addition to the special volunteer Iowa fee of forty 4 dollars. 5 d. Upon receipt of the special registration plates, the 6 applicant shall surrender the current registration plates to 7 the county treasurer. The county treasurer shall validate 8 the special registration plates in the same manner as regular 9 registration plates are validated under this section. The 10 annual special volunteer Iowa fee for letter-number designated 11 plates is thirty dollars, which shall be paid in addition to 12 the regular annual registration fee. The annual special fee 13 for personalized volunteer Iowa plates is five dollars, which 14 shall be paid in addition to the annual special volunteer Iowa 15 fee and the regular annual registration fee. 16 e. An applicant for issuance of special volunteer Iowa 17 plates may designate one eligible recipient, from a list 18 approved by the Iowa commission on volunteer service, to which 19 half of the applicant’s special volunteer Iowa plate fees 20 shall be allocated as provided in section 15H.7. Each time a 21 person applies for validation of special volunteer Iowa plates, 22 the person may designate one eligible recipient, from the 23 list approved by the Iowa commission on volunteer service, to 24 which half of the applicant’s special volunteer Iowa renewal 25 fees shall be allocated as provided in section 15H.7. The 26 department shall forward the applicant’s designation to the 27 Iowa commission on volunteer service. 28 f. The fees collected by the director under this subsection 29 shall be paid monthly to the treasurer of state and deposited 30 in the road use tax fund. The treasurer of state shall 31 transfer monthly from the statutory allocations fund created 32 under section 321.145, subsection 2, the amount of the special 33 fees collected in the previous month for the volunteer Iowa 34 plates as follows: 35 -2- LSB 6150YH (2) 83 dea/nh 2/ 4

H.F. 2356 (1) To the Iowa volunteer generation fund, an amount equal 1 to twenty dollars for each volunteer Iowa plate issued under 2 paragraph “c” and an amount equal to fifteen dollars from each 3 special volunteer Iowa renewal fee under paragraph “d” . 4 (2) To the volunteer Iowa license fee fund created under 5 section 15H.7, an amount equal to twenty dollars for each 6 volunteer Iowa plate issued under paragraph “c” and an amount 7 equal to fifteen dollars from each special volunteer Iowa 8 renewal fee under paragraph “d” . 9 Sec. 3. Section 321.145, subsection 2, paragraph b, 10 subparagraph (3), Code Supplement 2009, is amended to read as 11 follows: 12 (3) The amounts required to be transferred pursuant to 13 section 321.34 from revenues available under this subsection 14 shall be transferred and credited as provided in section 15 321.34, subsections 7, 10, 10A, 11, 11A, 11B, 13, 16, 17, 18, 16 19, 20, 20A, 20B, 21, 22, 23, and 24 , and 25 for the various 17 purposes specified in those subsections. 18 EXPLANATION 19 This bill provides for the issuance of a special motor 20 vehicle registration plate to support volunteer recruitment 21 efforts and volunteer programs. 22 The bill creates a volunteer Iowa license fee fund under 23 the control of the Iowa commission on volunteer service. The 24 fund is the depository of certain revenues from volunteer Iowa 25 registration plates credited to the fund and appropriated to 26 the commission under the bill. The commission is responsible 27 for distributing moneys in the fund first to eligible 28 recipients designated by motor vehicle registrants and then 29 to other eligible recipients. Eligible recipients include 30 mentoring programs certified by the commission, volunteer 31 centers recognized by the commission, national service 32 programs, and other programs supported by the commission. 33 Once the department of transportation receives payment for 34 initial start-up costs, the department is required to design a 35 -3- LSB 6150YH (2) 83 dea/nh 3/ 4

H.F. 2356 special “volunteer Iowa” special plate, in consultation with 1 the Iowa commission on volunteer service. The plate’s design 2 will feature the address of the volunteer Iowa internet site 3 and a message encouraging volunteerism. The department’s usual 4 requirement for beginning production of a new special plate 5 design is 500 prepaid applications for the plate. 6 The initial fee for issuance of volunteer Iowa plates is 7 $40. An applicant for personalized volunteer Iowa plates must 8 pay the $25 personalized plate fee in addition to the $40 9 volunteer Iowa fee. The renewal fee for volunteer Iowa plates 10 is $30 in addition to the annual vehicle registration fee. For 11 renewal of personalized volunteer Iowa plates, an additional 12 $5 personalized plate renewal fee applies in addition to the 13 $30 volunteer Iowa fee and the annual registration fee. All 14 registration fees are deposited in the road use tax fund. 15 The bill directs that an amount equal to $20 from each 16 special volunteer Iowa plate fee and $15 from each renewal 17 fee be transferred each month from the statutory allocations 18 fund to the Iowa volunteer generation fund, and the remaining 19 $20 from each special plate fee and $15 from each renewal fee 20 be transferred from the statutory allocations fund to the 21 volunteer Iowa license fee fund. 22 At the time of application for volunteer Iowa plates, 23 and each year when the plates are renewed, a registrant may 24 designate a volunteer program selected from a list of eligible 25 recipients approved by the Iowa commission on volunteer 26 service. The designated program will receive an amount equal 27 to half of the special volunteer Iowa plate fees paid by the 28 registrant at that time of issuance or renewal.
