1.
NEW
SECTION
.
135.178
Advanced
registered
nurse
1
practitioner
mental
health
fellowship
program
——
repeal.

1.
The
department,
in
cooperation
with
the
college
student
3
aid
commission,
shall
establish
an
advanced
registered
nurse
4
practitioner
mental
health
fellowship
program
in
accordance
5
with
this
section.
Funding
for
the
program
may
be
provided
6
through
the
health
care
workforce
shortage
fund
or
the
advanced
7
registered
nurse
practitioner
mental
health
fellowship
program
8
account
created
in
section
135.175.
The
purpose
of
the
program
9
is
to
determine
the
effect
of
specialized
training
and
support
10
for
advanced
registered
nurse
practitioners
in
providing
mental
11
health
services
on
addressing
Iowa’s
shortage
of
mental
health
12
professionals.
13
2.
The
program
shall
provide
for
all
of
the
following:
14
a.
Collaboration
with
a
hospital
serving
a
thirteen-county
15
area
in
central
Iowa
that
provides
a
clinic
at
the
Iowa
16
veterans
home,
a
private
nonprofit
agency
headquartered
in
a
17
city
with
a
population
of
more
than
one
hundred
ninety
thousand
18
that
operates
a
freestanding
psychiatric
medical
institution
19
for
children,
a
private
university
with
a
medical
school
20
educating
osteopathic
physicians
located
in
a
city
with
a
21
population
of
more
than
one
hundred
ninety
thousand,
the
Iowa
22
veterans
home,
and
any
other
clinical
partner
designated
for
23
the
program.
Population
figures
used
in
this
paragraph
refer
24
to
the
most
recent
certified
federal
census.
The
clinical
25
partners
shall
provide
supervision,
clinical
experience,
26
training,
and
other
support
for
the
program
and
advanced
27
registered
nurse
practitioner
students
participating
in
the
28
program.

b.
Elderly,
youth,
and
general
population
clinical
30
experiences.

c.
A
fellowship
of
twelve
months
for
three
advanced
32
registered
nurse
practitioner
students,
annually.
33
d.
Supervision
of
students
participating
in
the
program
34
provided
by
the
university
and
the
other
clinical
partners

participating
in
the

e.
A
student
participating
in
the
program
shall
be
eligible
2
for
a
stipend
of
not
more
than
fifty
thousand
dollars
for
the
3
twelve
months
of
the
fellowship
plus
related
fringe
benefits.

In
addition,
a
student
who
completes
the
program
and
practices
5
in
Iowa
in
a
mental
health
professional
shortage
area,
as
6
defined
in
section
135.80,
shall
be
eligible
for
up
to
twenty
7
thousand
dollars
in
loan
forgiveness.
The
stipend
and
loan
8
forgiveness
provisions
shall
be
determined
by
the
department
9
and
the
college
student
aid
commission,
in
consultation
with
10
the
clinical
partners.

f.
The
state
and
private
entity
clinical
partners
shall
12
regularly
evaluate
and
document
their
experiences
with
the
13
approaches
utilized
and
outcomes
achieved
by
the
program
14
to
identify
an
optimal
model
for
operating
the
program.
15
The
evaluation
process
shall
include
but
is
not
limited
to
16
identifying
ways
the
program’s
clinical
and
training
components
17
could
be
modified
to
facilitate
other
student
and
practicing
18
advanced
registered
nurse
practitioners
specializing
as
mental
19
health
professionals.

3.
This
section
is
repealed
June
30,
2014.

Sec.
2.
Section
135.175,
subsection
1,
paragraph
a,
Code

Supplement
2009,
is
amended
to
read
as
follows:

a.
A
health
care
workforce
support
initiative
is
established
24
to
provide
for
the
coordination
and
support
of
various
efforts
25
to
address
the
health
care
workforce
shortage
in
this
state.

This
initiative
shall
include
the
medical
residency
training
27
state
matching
grants
program
created
in
section
135.176,
28
the
health
care
professional
and
nursing
workforce
shortage
29
initiative
created
in
sections
261.128
and
261.129,
the
safety
30
net
provider
recruitment
and
retention
initiatives
program
31
created
in
section
135.153A,
health
care
workforce
shortage
32
national
initiatives,
and
the
physician
assistant
mental
health

fellowship
program

in

and
the

the

The
advanced
registered
nurse

practitioner
mental
health
fellowship
program
account.
The

advanced
registered
nurse
practitioner
mental
health
fellowship
6
program
account
shall
be
under
the
control
of
the
department
7
and
the
moneys
in
the
account
shall
be
used
for
the
purposes
8
of
the
advanced
registered
nurse
practitioner
mental
health
9
fellowship
program
as
specified
in
section
135.178.
Moneys
in
10
the
account
shall
consist
of
moneys
appropriated
or
allocated
11
for
deposit
in
or
received
by
the
fund
or
the
account
and
12
specifically
dedicated
to
the
advanced
registered
nurse
13
practitioner
mental
health
fellowship
program
or
the
account
14
for
the
purposes
of
the
account.

Sec.
4.
IMPLEMENTATION.
This
Act
shall
be
implemented
only
16
to
the
extent
funding
is
available.

EXPLANATION
18
This
bill
creates
an
advanced
registered
nurse
practitioner
19
(ARNP)
mental
health
fellowship
program
as
part
of
the
20
health
care
workforce
support
initiative
to
provide
for
the
21
coordination
and
support
of
various
efforts
to
address
the
22
health
care
workforce
shortage
in
this
state.
The
bill
directs
23
the
department
of
public
health,
in
cooperation
with
the
24
college
student
aid
commission,
to
establish
an
ARNP
mental
25
health
fellowship
program,
funding
for
which
may
be
provided
26
through
the
existing
health
care
workforce
shortage
fund
or
27
the
advanced
registered
nurse
practitioner
mental
health
28
fellowship
program
account
created
in
the
bill.
The
purpose
of
29
the
program
is
to
determine
the
effect
of
specialized
training
30
and
support
for
ARNPs
in
providing
mental
health
services
on
31
addressing
Iowa’s
shortage
of
mental
health
professionals.
The
32
bill
specifies
the
parameters
of
the
program,
and
provides
33
for
the
repeal
of
the
program
June
30,
2014.
The
bill
also
