twenty-five
thousand

more
than
two
hundred

thousand
that
meet
other
standard
dock
requirements
but
use

containers
not
originally
manufactured
as
flotation
devices,

shall
be
authorized
by
the
department
to
continue
to
use
such

containers
as
flotation
devices
if
the
containers
were
in
use
10
on
or
before
the
effective
date
of
this
Act.

holders
of
a

or
III
dock
permit

in
a
boat
harbor
located
on
the
Cedar
river
in
a
city
with

population
of
more
than

hundred
twenty-five
thousand

more
than
two

hundred
thousand
as
of
the
effective
date
of
this
Act
shall
be

authorized
by
the
department
to
transfer
the
permit
to
a
child
17
of
the
current
permit
holder
and
the
child
of
a
current
permit
18
holder
may
renew
the
permit
for
additional
terms
so
long
as
19
all
requirements
to
hold
a
dock
permit
are
met.
A
child
of
a
20
current
permit
holder
to
whom
the
permit
is
transferred
shall
21
be
subject
to
the
provisions
of
subsection
1.

a

harbor
located
on
the
Cedar
river
in
a
city
with

a
population
of
more
than

hundred
twenty-five
thousand

does
not
renew
the
permit
or
transfer
the
permit
to

the
holder’s
child
as
provided
in
subsection
2,
the
department
28
shall
make
the
permit
available
for
purchase
by
a
member
of
the
29
general
public.
However,
a
member
of
the
general
public
who
30
purchases
a
permit
pursuant
to
this
subsection
shall
meet
all
31
requirements
of
the
department
to
hold
a
dock
permit
and
is
not
32
subject
to
the
provisions
of
subsection
1.

Sec.
2.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
34
immediate
importance,
takes
effect
upon
enactment.

allows

on
the
Cedar
river
in
a
city

with
a
population
of
more
than
125,000
located
in
a
county
with
4
a
population
of
more
than
200,000
that
meet
other
standard
dock
5
requirements
but
use
containers
not
originally
manufactured
as
6
flotation
devices
to
continue
to
use
such
containers
if
the
7
containers
were
in
use
on
or
before
the
effective
date
of
the
8
bill.

The
bill
also
allows
current
holders
of
class
I,
II,
and
III
10
dock
permits
in
a
boat
harbor
located
on
the
Cedar
river
in
a
11
city
with
a
population
of
more
than
125,000
located
in
a
county
12
with
a
population
of
more
than
200,000
as
of
the
effective
13
date
of
the
bill
to
transfer
their
dock
permits
to
their
14
children
and
allows
those
children
to
renew
the
permits
for
15
additional
terms
so
long
as
requirements
to
hold
a
dock
permit

are
met.
A
child
of
a
current
permit
holder
to
whom
a
permit
is

transferred
shall
be
subject
to
the
provisions
of
subsection
1.

The
bill
also
provides
that
if
a
holder
of
a
dock
permit

does
not
renew
the
permit
or
transfer
the
permit
to
the
20
holder’s
child,
the
department
of
natural
resources
shall
21
make
the
permit
available
for
purchase
by
a
member
of
the
22
general
public.
However,
a
member
of
the
general
public
who
23
purchases
such
a
permit
is
not
subject
to
the
exemption
from
24
dock
requirements
contained
in
subsection
1
of
the
bill.

The
bill
is
effective
upon
enactment.
