Section
1.
IOWA
FAMILY
PLANNING
NETWORK
WAIVER
RENEWAL.
The
1
department
of
human
services
shall
amend
the
medical
assistance
2
waiver
for
the
Iowa
family
planning
network
to
continue
the
3
current
waiver
with
the
following
modifications
which
provide
4
for
all
of
the
following:
5
1.
Coverage
for
women
who
meet
all
of
the
following
6
criteria:
7
a.
Are
uninsured
or
have
health
insurance
coverage
that
8
does
not
include
coverage
for
benefits
provided
under
the
Iowa
9
family
planning
network.
10
b.
Have
income
of
up
to
300
percent
of
the
federal
poverty
11
level.

c.
Are
under
55
years
of
age.

Coverage
of
pregnancy
prevention
services
for
men
who
14
meet
the
income,
age,
and
insurance
coverage
specifications

described
in
subsection
1.

Sec.
2.
CONTINGENT
IMPLEMENTATION.
Implementation
of
this
17
Act
is
contingent
upon
approval
of
the
medical
assistance
18
waiver
for
the
Iowa
family
planning
network
by
the
centers
for
19
Medicare
and
Medicaid
services
of
the
United
States
department
20
of
health
and
human
services
and
upon
availability
of
funding
21
as
determined
by
the
director
of
the
department
of
human
22
services.

EXPLANATION
24
This
bill
directs
the
department
of
human
services
(DHS)
to
25
renew
the
Iowa
family
planning
network
waiver
due
for
renewal
26
in
2011,
which
currently
provides
family
planning
services
27
to
women
through
44
years
of
age,
who
have
incomes
up
to
200
28
percent
of
the
federal
poverty
level,
and
who
do
not
have
29
private
insurance
unless
they
require
confidential
services
or
30
are
not
already
enrolled
in
the
Medicaid
program,
IowaCare,
or
31
hawk-i.
The
bill
directs
DHS
to
amend
the
waiver
to
continue
32
the
current
waiver
with
modifications
that
allow
for
coverage
33
for
women
through
54
years
of
age,
with
incomes
up
to
300
34
percent
of
the
federal
poverty
level,
and
who
are
uninsured,

The
amendment
