H.F. 2269 Section 1. Section 256.11, subsections 2, 3, and 4, Code 1 Supplement 2009, are amended to read as follows: 2 2. The kindergarten program shall include experiences 3 designed to develop healthy emotional and social habits and 4 growth in the language arts and communication skills, as 5 well as a capacity for the completion of individual tasks, 6 and protect and increase physical well-being with attention 7 given to experiences relating to the development of life 8 skills , age-appropriate comprehensive sexuality education, and 9 age-appropriate human growth and development. A kindergarten 10 teacher shall be licensed to teach in kindergarten. An 11 accredited nonpublic school must meet the requirements of this 12 subsection only if the nonpublic school offers a kindergarten 13 program. 14 3. The following areas shall be taught in grades one through 15 six: English-language arts, social studies, mathematics, 16 science, health, age-appropriate comprehensive sexuality 17 education, age-appropriate and research-based human growth 18 and development, physical education, traffic safety, music, 19 and visual art. The health curriculum shall include the 20 characteristics of communicable diseases including acquired 21 immune deficiency syndrome. The state board as part of 22 accreditation standards shall adopt curriculum definitions for 23 implementing the elementary program. 24 4. The following shall be taught in grades seven and 25 eight: English-language arts; social studies; mathematics; 26 science; health; age-appropriate comprehensive sexuality 27 education; age-appropriate and research-based human growth 28 and development; family, consumer, career, and technology 29 education; physical education; music; and visual art. 30 The health curriculum shall include age-appropriate and 31 research-based information regarding the characteristics 32 of sexually transmitted diseases, including HPV and the 33 availability of a vaccine to prevent HPV, and acquired immune 34 deficiency syndrome. H.F. 2269 standards shall adopt curriculum definitions for implementing 1 the program in grades seven and eight. However, this 2 subsection shall not apply to the teaching of family, consumer, 3 career, and technology education in nonpublic schools. For 4 purposes of this section, “age-appropriate” , “HPV” , and 5 “research-based” mean the same as defined in section 279.50. 6 Sec. 2. Section 256.11, subsection 5, paragraph j, Code 7 Supplement 2009, is amended to read as follows: 8 j. One unit of health education which shall include personal 9 health; food and nutrition; environmental health; safety and 10 survival skills; consumer health; family life; age-appropriate 11 comprehensive sexuality education; age-appropriate and 12 research-based human growth and development; substance abuse 13 and nonuse; emotional and social health; health resources; and 14 prevention and control of disease, including age-appropriate 15 and research-based information regarding sexually transmitted 16 diseases, including HPV and the availability of a vaccine to 17 prevent HPV, and acquired immune deficiency syndrome. 18 The state board as part of accreditation standards shall 19 adopt curriculum standards for implementing the program in 20 grades nine through twelve. 21 EXPLANATION 22 This bill expands the state educational standards by adding 23 age-appropriate comprehensive sexuality education to the areas 24 which must be taught in kindergarten through grade 12 by school 25 districts and accredited nonpublic schools. 26 -2- LSB 5782HH (6) 83 kh/nh 2/ 2
