Section
1.
Section
483A.24,
Code
2009,
is
amended
by
adding
1
the
following
new
subsection:

NEW
SUBSECTION
.
17.
The
commission
shall
issue
a
special
3
any
sex
deer
hunting
license
to
a
nonresident
of
the
state
4
under
eighteen
years
of
age
that
is
purchased
by
a
resident
who
5
is
a
close
relative
of
the
minor
and
is
otherwise
qualified
to
6
hunt,
has
a
hunting
license
and
a
deer
hunting
license,
and
7
will
accompany
the
minor
while
hunting.

a.
The
deer
hunting
licenses
issued
pursuant
to
this
9
subsection
shall
be
in
addition
to
the
number
of
nonresident
10
deer
hunting
licenses
authorized
pursuant
to
section
483A.8.
11
b.
A
nonresident
minor
who
receives
a
special
deer
hunting
12
license
pursuant
to
this
subsection
shall
also
purchase
13
a
hunting
license,
pay
the
wildlife
habitat
fee,
and
pay
14
a
one
dollar
fee
for
each
license,
that
shall
be
used
and
15
is
appropriated
for
the
purpose
of
deer
herd
population
16
management,
including
assisting
with
the
cost
of
processing
17
deer
donated
to
the
help
us
stop
hunger
program
administered
18
by
the
commission.
The
fee
for
a
hunting
license
and
a
deer
19
hunting
license
issued
pursuant
to
this
subsection
shall
be
the
20
same
as
for
a
resident
who
is
under
eighteen
years
of
age.

The
deer
hunting
licenses
issued
pursuant
to
this
22
subsection
are
valid
in
all
zones
open
to
deer
hunting
and
23
shall
be
available
for
issuance
and
use
during
any
deer
hunting
24
season.

d.
A
nonresident
minor
who
is
issued
a
license
pursuant
to
26
this
subsection
is
not
required
to
complete
the
hunter
safety
27
and
ethics
education
course,
but
the
resident
who
accompanies
28
the
minor
must
be
within
arm’s
reach
of
the
nonresident
minor
29
at
all
times
while
hunting.

commission
shall
adopt
rules
under
chapter
17A
for

the
administration
of
this
subsection.

of

subsection,
a
nonresident
minor

descendent
of

resident

EXPLANATION

This
bill
requires
the
natural
resource
commission
to
issue
4
a
special
any
sex
deer
hunting
license
to
a
nonresident
under
5
18
years
of
age
for
purchase
by
a
resident
who
is
a
close
6
relative
of
the
minor
and
is
otherwise
qualified
to
hunt,
has
7
a
hunting
and
a
deer
hunting
license,
and
will
accompany
the
8
minor
while
hunting.

The
special
deer
hunting
licenses
are
in
addition
to
those
10
available
to
nonresidents
under
Code
section
483A.8.
A
person
11
who
is
issued
the
special
license
must
also
purchase
a
hunting
12
license,
and
pay
the
wildlife
habitat
and
deer
herd
population
13
management
fees.
The
cost
of
the
licenses
is
the
same
as
for
14
minor
resident
hunters.
The
special
licenses
are
valid
in
all
15
zones
open
to
deer
hunting
and
are
available
for
issuance
and
16
use
during
any
deer
hunting
season.

A
nonresident
minor
who
obtains
one
of
the
licenses
is
not

required
to
complete
the
hunter

and

commission

required
to
