H.F. 2221 Section 1. Section 68B.8, Code 2009, is amended to read as 1 follows: 2 68B.8 Lobbying activities by state agencies. 3 A state agency of the executive branch of state government 4 shall not use or permit the use of its public funds for a any of 5 the following purposes: 6 1. A paid advertisement or public service announcement 7 thirty days prior to or during a legislative session for 8 the purpose of encouraging the passage, defeat, approval, 9 or modification of a bill that is being considered, or was 10 considered during the previous legislative session, by the 11 general assembly. 12 2. For membership in or sponsorship of an association, 13 organization, or group that is registered to lobby before 14 the office of the governor or a state agency or the general 15 assembly. 16 EXPLANATION 17 This bill relates to the use of public funds for certain 18 lobbying purposes. 19 The bill prohibits a state agency from using or permitting 20 the use of public funds for membership in or sponsorship of an 21 association, organization, or group that is registered to lobby 22 before the office of the governor or a state agency or the 23 general assembly. 24 A person who knowingly and intentionally violates the bill 25 is guilty of a simple misdemeanor and may be sanctioned. 26 -1- LSB 6125YH (2) 83 tm/rj 1/ 1
