H.F. 2214 Section 1. NEW SECTION . 1.19 Right to purchase health care 1 services and health care coverage. 2 The people of Iowa have the right to enter into private 3 contracts with health care providers for health care services 4 and to purchase private health care coverage. The general 5 assembly shall not require any person to participate in any 6 health care system or plan, or impose a penalty or fine of any 7 type, for choosing to obtain or declining to obtain health care 8 coverage or for participating or declining to participate in 9 any particular health care system or plan. 10 EXPLANATION 11 This bill establishes that the people of Iowa have the right 12 to enter into contracts with health care providers for health 13 care services and to purchase private health care coverage. In 14 addition, the general assembly cannot require any person to 15 participate in any health care system or plan, or impose any 16 type of penalty or fine on any person for choosing to obtain or 17 declining to obtain health care coverage or for participating 18 or declining to participate in any particular health care 19 system or plan. 20 -1- LSB 5849YH (4) 83 av/nh 1/ 1
