Trout fishing fee .............................. $ 13.00 21 Sec. 2. Section 483A.3, subsection 1, Code 2009, is amended 22 to read as follows: 23 1. A resident or nonresident person required to have a 24 hunting or fur harvester license shall not hunt or trap unless 25 the person has paid the wildlife habitat fee. However, a 26 nonresident who purchases a three-day or a one-day hunting 27 license shall pay a wildlife habitat fee that is one-half of 28 the amount specified in section 483A.1, subsection 2, for 29 a wildlife habitat fee. This section shall not apply to 30 residents who have permanent disabilities or who are younger 31 than sixteen or older than sixty-five years of age. Wildlife 32 habitat fees shall be administered in the same manner as 33 hunting and fur harvester licenses except all revenue derived 34 from wildlife habitat fees shall be used within the state of 35 -2- LSB 5694HH (10) 83 av/nh 2/ 5
H.F. 2208 Iowa for habitat development and shall be deposited in the 1 state fish and game protection fund, except as provided in 2 subsection 2. The revenue may be used for the matching of 3 federal funds. The revenues and any matched federal funds 4 shall be used for acquisition of land, leasing of land, 5 or obtaining of easements from willing sellers for use as 6 wildlife habitats. Notwithstanding the exemption provided by 7 section 427.1, any land acquired with the revenues and matched 8 federal funds shall be subject to the full consolidated levy 9 of property taxes which shall be paid from those revenues. 10 In addition the revenue may be used for the development and 11 enhancement of wildlife lands and habitat areas. Not less than 12 fifty percent of all revenue from wildlife habitat fees shall 13 be used by the commission to enter into agreements with county 14 conservation boards or other public agencies in order to carry 15 out the purposes of this section. The state share of funding 16 of those agreements provided by the revenue from wildlife 17 habitat fees shall not exceed seventy-five percent. 18 Sec. 3. Section 483A.7, subsection 3, paragraph b, Code 19 Supplement 2009, is amended to read as follows: 20 b. The commission shall assign one preference point to a 21 nonresident whose application for a nonresident wild turkey 22 hunting license is denied due to limitations on the number 23 of nonresident wild turkey hunting licenses available for 24 issuance that year. An additional preference point shall be 25 assigned to that person each subsequent year the person’s 26 license application is denied for that reason. A nonresident 27 may purchase additional preference points pursuant to section 28 483A.1, subsection 2, paragraph “f” “j” . The first nonresident 29 wild turkey hunting license drawing each year shall be made 30 from the pool of applicants with the most preference points 31 and continue to pools of applicants with successively fewer 32 preference points until all available nonresident wild turkey 33 hunting licenses have been issued. If a nonresident applicant 34 receives a wild turkey hunting license, all of the applicant’s 35 -3- LSB 5694HH (10) 83 av/nh 3/ 5
H.F. 2208 assigned preference points at that time shall be removed. 1 Sec. 4. Section 483A.8, subsection 3, paragraphs b and e, 2 Code Supplement 2009, are amended to read as follows: 3 b. A nonresident who purchases an antlered or any sex deer 4 hunting license pursuant to section 483A.1, subsection 2, 5 paragraph “e” “i” , is required to purchase an antlerless deer 6 only deer hunting license at the same time, pursuant to section 7 483A.1, subsection 2, paragraph “g” “k” . 8 e. The commission shall assign one preference point to a 9 nonresident whose application for a nonresident antlered or any 10 sex deer hunting license is denied due to limitations on the 11 number of nonresident antlered or any sex deer hunting licenses 12 available for issuance that year. An additional preference 13 point shall be assigned to that person each subsequent year 14 the person’s license application is denied for that reason. A 15 nonresident may purchase additional preference points pursuant 16 to section 483A.1, subsection 2, paragraph “f” “j” . If a nonresident applicant receives an antlered or 23 any sex deer hunting license, all of the applicant’s assigned 24 preference points at that time shall be removed. 25 EXPLANATION 26 This bill creates two new nonresident hunting licenses, 27 one that is valid for a period of one day and costs $20, and 28 one that is valid for a period of three days and costs $50. 29 Currently, annual nonresident hunting licenses are available 30 for adults that cost $110 and for persons under 18 years of age 31 that cost $30. In addition the bill provides that a person 32 who purchases one of the new short-term hunting licenses is 33 required to pay a wildlife habitat fee that is only one-half of 34 the amount otherwise charged.
