Section
321.18,
Code
Supplement
2009,
is
amended
1
by
adding
the
following
new
subsection:

NEW
SUBSECTION
.
10.
Any
trailer
that
is
used
exclusively
3
for
the
transportation,
display,
and
distribution
of
flags
4
honoring
deceased
veterans
in
parades
or
ceremonies
held
on
5
Memorial
Day,
Veterans
Day,
or
other
patriotic
occasions
6
as
authorized
by
resolution
of
the
local
government
of
the
7
community
where
the
parade
or
ceremony
takes
place.
A
trailer
8
exempt
from
registration
under
this
subsection
shall
only
be
9
used
on
city
streets
or
secondary
roads
on
the
day
of
a
parade
10
or
ceremony
specified
in
the
local
government’s
resolution,
and
11
a
copy
of
the
resolution
shall
be
carried
at
all
times
in
the
12
vehicle
pulling
the
trailer.

EXPLANATION
14
This
bill
provides
an
exemption
from
vehicle
registration
15
requirements
for
a
trailer
that
is
used
exclusively
for
16
purposes
of
transporting,
displaying,
and
distributing
veterans
17
flags
in
parades
or
ceremonies
held
on
Memorial
Day,
Veterans
18
Day,
or
other
patriotic
occasions.
The
local
government
of
19
the
community
where
the
parade
or
ceremony
takes
place
must
20
authorize
the
trailer
exemption
by
resolution
and
specify
in
21
the
resolution
the
occasions
when
the
trailer
may
be
used.
A
22
trailer
that
is
exempt
from
registration
may
only
be
used
on
23
city
streets
or
secondary
roads
and
only
on
the
day
of
a
parade
24
or
ceremony
specified
in
the
resolution.
The
resolution
must
25
be
carried
in
the
vehicle
pulling
the
trailer
at
all
times
when
26
the
trailer
is
in
use.
