the
paragraph.

EXPLANATION
4
This
bill
eliminates
a
provision
that
requires
a
school
5
district,
which
must
implement
one
or
more
interventions
6
mandated
by
the
U.S.
department
of
education
for
a
persistently
7
lowest-achieving
school,
and
the
employee
organization
8
representing
the
school
district’s
teachers,
to
meet
at
9
reasonable
times
to
negotiate
a
memorandum
of
understanding.

The
memorandum
of
understanding
must
contain
an
agreement
11
on
the
specific
intervention
to
be
implemented
and
a
provision
12
stating
that
the
terms
of
any
collective
bargaining
agreement
13
between
the
parties
shall
remain
in
effect
and
unaltered
except
14
as
specifically
agreed
to
in
the
memorandum
of
understanding.

If
the
parties
are
unable
to
reach
an
agreement,
the
school
16
district
and
the
employee
organization
must
select
an
impartial
17
and
disinterested
mediator.
If
mediation
fails,
the
school
18
district
shall
not
receive
any
school
improvement
funds,
under
19
Tit.
I
of
the
federal
Elementary
and
Secondary
Education
Act
of
20
1965,
for
the
attendance
center
identified
as
a
persistently
21
lowest-achieving
school.
