H.F. 2171 Section 1. WORKFORCE CENTERS CONSOLIDATION. 1 1. Notwithstanding section 84B.2 or any other provision of 2 law to the contrary, the department of workforce development 3 and the department of education, in consultation with two 4 representatives of Iowa community colleges, shall develop a 5 plan to integrate services and relocate offices with the goal 6 of creating workforce retraining and workforce service centers 7 defined regionally by community college district to best serve 8 the needs of Iowans. The plan shall be submitted to the 9 general assembly by January 14, 2011. 10 2. The plan shall include all of the following: 11 a. Allow for workforce retraining and workforce service 12 centers at each community college. 13 b. (1) Provide options for maintaining or establishing 14 satellite workforce retraining and workforce service centers in 15 any city in the state that has a population of more than twenty 16 thousand according to the most recent decennial federal census 17 and that does not have a community college. 18 (2) Provide information about the need for services for any 19 such city or cities as described in subparagraph (1). 20 3. The plan should provide special consideration to 21 federally funded offices with integrated services already 22 established. 23 Sec. 2. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 24 immediate importance, takes effect upon enactment. 25 EXPLANATION 26 This bill provides that the departments of workforce 27 development and education, in consultation with two 28 representatives of Iowa community colleges, shall develop a 29 plan to integrate services and relocate offices in order to 30 create workforce retraining and workforce service centers 31 defined regionally by community college district.
