H.F. 2066 Section 1. Section 68A.402A, Code 2009, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 1A. The total amount of contributions made 3 to the committee in a calendar year that are not required to 4 be reported under section 1, paragraph “b” , shall not exceed 5 two hundred fifty thousand dollars. If contributions exceed 6 the two hundred fifty thousand dollar limit in a calendar year, 7 the committee shall include the name and mailing address of 8 all persons who have made one or more contributions of money 9 to the committee, notwithstanding the provisions of section 1, 10 paragraph “b” . 11 Sec. 2. Section 68A.402A, subsection 2, Code 2009, is 12 amended to read as follows: 13 2. If a report is the first report filed by a committee, the 14 report shall include all information required under subsection 15 1 , and under subsection 1A if applicable, covering the period 16 from the beginning of the committee’s financial activity, 17 even if from a different calendar year, through the end of 18 the current reporting period. If no contributions have been 19 accepted, no disbursements have been made, and no indebtedness 20 has been incurred during that reporting period, the treasurer 21 of the committee shall file a disclosure statement that 22 discloses only the amount of cash on hand at the beginning of 23 the reporting period. 24 EXPLANATION 25 Code section 68A.402A specifies that campaign disclosure 26 reports set out the name and mailing address of each 27 contributor whose contributions exceed a specific amount in the 28 aggregate in a calendar year. That amount differs for each 29 type of election. 30 This bill provides that political action committees (PACs) 31 cannot report more than $250,000 in contributions in a calendar 32 year without including the name and mailing address of all 33 donors. 34 -1- LSB 5274YH (6) 83 jr/sc 1/ 1
