Section
1.
Section
724.7,
Code
2009,
is
amended
to
read
as
1
follows:

724.7
NONPROFESSIONAL
PERMIT
TO
CARRY
WEAPONS.

1.
Any
person
who
can
reasonably
justify
going
armed
may
be
4
issued
a
nonprofessional
permit
to
carry
weapons.
5
2.
Such
permits
shall
be
on
a
form
prescribed
and
published
6
by
the
commissioner
of
public
safety,
which
shall
be
readily
7
distinguishable
from
the
professional
permit,
and
shall
8
identify
the
holder
thereof,
and
state
the
reason
for
the
9
issuance
of
the
permit,
and
the
limits
of
the
authority
10
granted
by
such
permit.
Such
permits
shall
not
be
issued
for
11
a
particular
weapon
and
shall
not
contain
information
about
a
12
particular
weapon
including
the
make,
model,
or
serial
number
13
of
the
weapon
or
any
ammunition
used
in
that
weapon.

All
permits
so
issued
shall
be
for
a
definite
period
15
as
established
by
the
issuing
officer,
but
in
no
event
shall
16
exceed
a
period
of
twelve
months.

Sec.
2.
Section
724.11,
Code
2009,
is
amended
to
read
as
18
follows:

724.11
ISSUANCE
OF
PERMIT
TO
CARRY
WEAPONS.
20
1.
Applications
for
permits
to
carry
weapons
shall
be
made
21
to
the
sheriff
of
the
county
in
which
the
applicant
resides.
22
Applications
from
persons
who
are
nonresidents
of
the
state,
or
23
whose
need
to
go
armed
arises
out
of
employment
by
the
state,
24
shall
be
made
to
the
commissioner
of
public
safety.
In
either
25
case
,
except
as
provided
in
subsection
2
,
the
issuance
of
the
26
permit
shall
be
by
and
at
the
discretion
of
the
sheriff
or
27
commissioner,
who
shall,
before
issuing
the
permit,
determine
28
that
the
requirements
of
sections
724.6
to
724.10
have
been
29
satisfied.
However,
the
training
program
requirements
in
30
section
724.9
may
be
waived
for
renewal
permits.

2.
Neither
the
sheriff
nor
the
commissioner
shall
require
32
an
applicant
for
a
nonprofessional
permit
to
carry
weapons
to
33
provide
information
identifying
a
particular
weapon
in
the
34
application
including
the
make,
model,
or
serial
number
of
the

weapon
or
any
ammunition
used
in
that
particular
weapon.

3.
The
issuing
officer
shall
collect
a
fee
of
ten
dollars,
2
except
from
a
duly
appointed
peace
officer
or
correctional
3
officer,
for
each
permit
issued.
Renewal
permits
or
duplicate
4
permits
shall
be
issued
for
a
fee
of
five
dollars.
The
issuing
5
officer
shall
notify
the
commissioner
of
public
safety
of
the
6
issuance
of
any
permit
at
least
monthly
and
forward
to
the
7
commissioner
an
amount
equal
to
two
dollars
for
each
permit
8
issued
and
one
dollar
for
each
renewal
or
duplicate
permit
9
issued.
All
such
fees
received
by
the
commissioner
shall
be
10
paid
to
the
treasurer
of
state
and
deposited
in
the
operating
11
account
of
the
department
of
public
safety
to
offset
the
cost
12
of
administering
this
chapter.
Any
unspent
balance
as
of
June
13
30
of
each
year
shall
revert
to
the
general
fund
as
provided
by
14
section
8.33.

EXPLANATION
16
This
bill
provides
that
the
sheriff
of
the
county
in
which
an
17
applicant
for
a
nonprofessional
permit
to
carry
weapons
resides
18
or,
in
the
case
of
a
nonresident,
the
commissioner
of
public
19
safety,
shall
not
condition
the
issuance
of
such
a
permit
on
an
20
applicant’s
provision
of
information
identifying
a
particular
21
weapon
in
the
application
including
the
make,
model,
or
serial
22
number
of
the
weapon
or
any
ammunition
used
in
that
particular
23
weapon.
