H.F. 2046 Section 1. Section 257.8, subsection 1, Code Supplement 1 2009, is amended to read as follows: 2 1. State percent of growth. The state percent of growth 3 for the budget year beginning July 1, 2009, is four percent. 4 The state percent of growth for the budget year beginning July 5 1, 2010, is two percent. The state percent of growth for each 6 subsequent a budget year shall be established by statute which 7 shall be enacted within thirty days of the submission in the 8 year preceding the base year of the governor’s budget under 9 section 8.21. The establishment of the state percent of growth 10 for a budget year shall be the only subject matter of the bill 11 which enacts the state percent of growth for a budget year. 12 Sec. 2. EFFECTIVE UPON ENACTMENT. This Act, being deemed of 13 immediate importance, takes effect upon enactment. 14 EXPLANATION 15 This bill removes the requirement that the state percent of 16 growth for a budget year be established in the year preceding 17 the base year. Instead, the state percent of growth will 18 be established in the same calendar year as the budget year 19 begins. 20 The bill takes effect upon enactment. 21 -1- LSB 5734YH (2) 83 ak/sc 1/ 1
