  1  1    Section 1.  ENERGY ASSISTANCE == ELIGIBILITY RULES.   The
  1  2 division of community action agencies of the department of
  1  3 human rights shall adopt rules for the low=income home energy
  1  4 assistance program and the Iowa affordable heating program
  1  5 that require an applicant, who is subject to payment of a
  1  6 child support obligation, to provide proof attached to the
  1  7 application form, that payments required by the support order
  1  8 have been paid and are not delinquent.  If the applicant does
  1  9 not provide such proof or is determined to be delinquent in
  1 10 payment of a child support obligation, the applicant shall not
  1 11 be eligible for either program.
  1 12                           EXPLANATION
  1 13    This bill directs the division of community action agencies
  1 14 of the department of human rights to adopt rules for the
  1 15 low=income home energy assistance program and the Iowa
  1 16 affordable heating program that require an applicant who is
  1 17 subject to payment of a child support obligation to provide
  1 18 proof attached to the application form that payments required
  1 19 by the support order have been paid and are not delinquent.
  1 20 An applicant who does not provide such proof or is determined
  1 21 to be delinquent in payment of a child support obligation is
  1 22 not eligible for either program.
