  1  1    Section 1.  NEW SECTION.  556B.2  ABANDONED VEHICLES NEAR
  1  2 BODIES OF WATER.
  1  3    1.  If an abandoned vehicle for which the owner can be
  1  4 identified is removed pursuant to section 556B.1 and the
  1  5 vehicle was found within one hundred feet of a river, stream,
  1  6 or creek, the owner of the vehicle shall be assessed, in
  1  7 addition to the costs described in section 556B.1, a civil
  1  8 penalty in the amount of two thousand dollars or the cost of
  1  9 removing the vehicle, whichever is less.  For purposes of this
  1 10 section, "abandoned vehicle" has the same meaning as in
  1 11 section 321.89, subsection 1.
  1 12    2.  One=half of the revenues received from civil penalties
  1 13 assessed pursuant to this section shall be deposited in the
  1 14 keep Iowa beautiful fund established pursuant to section
  1 15 314.28, and one=half of the revenues shall be paid to the
  1 16 county treasurer for deposit in the county's general fund.
  1 17                           EXPLANATION
  1 18    This bill relates to abandoned vehicles found near bodies
  1 19 of water.
  1 20    The bill provides for civil penalties of up to $2,000 or
  1 21 the cost of removal, whichever is less, when a vehicle is
  1 22 found within 100 feet of a river, stream, or creek and the
  1 23 owner can be determined.
  1 24    The bill provides that one=half of the revenues from the
  1 25 penalties shall be deposited in the keep Iowa beautiful fund
  1 26 and the other half shall be deposited in a county's general
  1 27 fund.  Moneys in the keep Iowa beautiful fund are to be used
  1 28 to educate and encourage Iowans to take greater responsibility
  1 29 for improving their community environment and enhancing the
  1 30 beauty of the state through litter prevention, improving waste
  1 31 management and recycling efforts, and beautification projects.
