Section 257.1, subsection 2, unnumbered 1 2 paragraph 2, Code 2007, is amended to read as follows: 1 3 For the budget year commencing July 1, 1999, and for each 1 4 succeeding budget year the regular program foundation base per 1 5 pupil is eighty=seven and five=tenths percent of the regular 1 6 program state cost per pupil. For the budget year commencing 1 7 July 1, 1991, and for each succeeding budget year the special 1 8 education support services foundation base is seventy=nine 1 9 percent of the special education support services state cost 1 10 per pupil. The combined foundation base is the sum of the 1 11 regular program foundation base,andthe special education 1 12 support services foundation base, the total teacher salary 1 13 supplement district cost, the total professional development 1 14 supplement district cost, the total early intervention 1 15 supplement district cost, the total area education agency 1 16 teacher salary supplement district cost, and the total area 1 17 education agency professional development supplement district 1 18 cost. 1 19 Sec. 2. Section 257.1, subsection 3, Code 2007, is amended 1 20 to read as follows: 1 21 3. COMPUTATIONS ROUNDED. In making computations and 1 22 payments under this chapter, except in the case of 1 23 computations relating to funding of special education support 1 24 services, media services, and educational services provided 1 25 through the area education agencies, and the teacher salary 1 26 supplement, the professional development supplement, and the 1 27 early intervention supplement, the department of management 1 28 shall round amounts to the nearest whole dollar. 1 29 Sec. 3. Section 257.4, subsection 1, paragraph a, Code 1 30 2007, is amended to read as follows: 1 31 a. A school district shall cause an additional property 1 32 tax to be levied each year. The rate of the additional 1 33 property tax levy in a school district shall be determined by 1 34 the department of management and shall be calculated to raise 1 35 the difference between the combined district cost for the 2 1 budget year and the sum ofthe productsthe following: 2 2 (1) The product of the regular program foundation base per 2 3 pupil times the weighted enrollment in the district.and the2 4 (2) The product of special education support services 2 5 foundation base per pupil times the special education support 2 6 services weighted enrollment in the district. 2 7 (3) The total teacher salary supplement district cost. 2 8 (4) The total professional development supplement district 2 9 cost. 2 10 (5) The total early intervention supplement district cost. 2 11 (6) The total area education agency teacher salary 2 12 supplement district cost. 2 13 (7) The total area education agency professional 2 14 development supplement district cost. 2 15 Sec. 4. Section 257.8, Code Supplement 2007, is amended by 2 16 adding the following new subsection: 2 17 NEW SUBSECTION. 1A. CATEGORICAL STATE PERCENT OF GROWTH. 2 18 The categorical state percent of growth for each budget year 2 19 shall be established by statute which shall be enacted within 2 20 thirty days of the submission in the year preceding the base 2 21 year of the governor's budget under section 8.21. The 2 22 establishment of the categorical state percent of growth for a 2 23 budget year shall be the only subject matter of the bill which 2 24 enacts the categorical state percent of growth for a budget 2 25 year. The categorical state percent of growth may include 2 26 state percents of growth for the teacher salary supplement, 2 27 the professional development supplement, and the early 2 28 intervention supplement. 2 29 Sec. 5. Section 257.9, Code 2007, is amended by adding the 2 30 following new subsections: 2 31 NEW SUBSECTION. 6. TEACHER SALARY SUPPLEMENT STATE COST 2 32 PER PUPIL. For the budget year beginning July 1, 2009, for 2 33 the teacher salary supplement state cost per pupil, the 2 34 department of management shall add together the teacher 2 35 compensation allocation made to each district for the fiscal 3 1 year beginning July 1, 2008, pursuant to section 284.13, 3 2 subsection 1, paragraph "h", and the phase II allocation made 3 3 to each district for the fiscal year beginning July 1, 2008, 3 4 pursuant to section 294A.9, and divide that sum by the 3 5 statewide total budget enrollment for the fiscal year 3 6 beginning July 1, 2009. The teacher salary supplement state 3 7 cost per pupil for the budget year beginning July 1, 2010, and 3 8 succeeding budget years, shall be the amount calculated by the 3 9 department of management under this subsection for the base 3 10 year plus an allowable growth amount that is equal to the 3 11 teacher salary supplement categorical state percent of growth, 3 12 pursuant to section 257.8, subsection 1A, for the budget year, 3 13 multiplied by the amount calculated by the department of 3 14 management under this subsection for the base year. 3 15 NEW SUBSECTION. 7. PROFESSIONAL DEVELOPMENT SUPPLEMENT 3 16 STATE COST PER PUPIL. For the budget year beginning July 1, 3 17 2009, for the professional development supplement state cost 3 18 per pupil, the department of management shall add together the 3 19 professional development allocation made to each district for 3 20 the fiscal year beginning July 1, 2008, pursuant to section 3 21 284.13, subsection 1, paragraph "d", and divide that sum by 3 22 the statewide total budget enrollment for the fiscal year 3 23 beginning July 1, 2009. The professional development 3 24 supplement state cost per pupil for the budget year beginning 3 25 July 1, 2010, and succeeding budget years, shall be the amount 3 26 calculated by the department of management under this 3 27 subsection for the base year plus an allowable growth amount 3 28 that is equal to the professional development supplement 3 29 categorical state percent of growth, pursuant to section 3 30 257.8, subsection 1A, for the budget year, multiplied by the 3 31 amount calculated by the department of management under this 3 32 subsection for the base year. 3 33 NEW SUBSECTION. 8. EARLY INTERVENTION SUPPLEMENT STATE 3 34 COST PER PUPIL. For the budget year beginning July 1, 2009, 3 35 for the early intervention supplement state cost per pupil, 4 1 the department of management shall add together the early 4 2 intervention allocation made to each district for the fiscal 4 3 year beginning July 1, 2008, pursuant to section 256D.4, and 4 4 divide that sum by the statewide total budget enrollment for 4 5 the fiscal year beginning July 1, 2009. The early 4 6 intervention supplement state cost per pupil for the budget 4 7 year beginning July 1, 2010, and succeeding budget years, 4 8 shall be the amount calculated by the department of management 4 9 under this subsection for the base year plus an allowable 4 10 growth amount that is equal to the early intervention 4 11 supplement categorical state percent of growth, pursuant to 4 12 section 257.8, subsection 1A, for the budget year, multiplied 4 13 by the amount calculated by the department of management under 4 14 this subsection for the base year. 4 15 NEW SUBSECTION. 9. AREA EDUCATION AGENCY TEACHER SALARY 4 16 SUPPLEMENT STATE COST PER PUPIL. For the budget year 4 17 beginning July 1, 2009, for the area education agency teacher 4 18 salary supplement state cost per pupil, the department of 4 19 management shall add together the teacher compensation 4 20 allocation made to each area education agency for the fiscal 4 21 year beginning July 1, 2008, pursuant to section 284.13, 4 22 subsection 1, paragraph "i", and the phase II allocation made 4 23 to each area education agency for the fiscal year beginning 4 24 July 1, 2008, pursuant to section 294A.9, and divide that sum 4 25 by the statewide special education support services weighted 4 26 enrollment for the fiscal year beginning July 1, 2009. The 4 27 area education agency teacher salary supplement state cost per 4 28 pupil for the budget year beginning July 1, 2010, and 4 29 succeeding budget years, shall be the amount calculated by the 4 30 department of management under this subsection for the base 4 31 year plus an allowable growth amount that is equal to the 4 32 teacher salary supplement categorical state percent of growth, 4 33 pursuant to section 257.8, subsection 1A, for the budget year, 4 34 multiplied by the amount calculated by the department of 4 35 management under this subsection for the base year. 5 1 NEW SUBSECTION. 10. AREA EDUCATION AGENCY PROFESSIONAL 5 2 DEVELOPMENT SUPPLEMENT STATE COST PER PUPIL. For the budget 5 3 year beginning July 1, 2009, for the area education agency 5 4 professional development supplement state cost per pupil, the 5 5 department of management shall add together the professional 5 6 development allocation made to each area education agency for 5 7 the fiscal year beginning July 1, 2008, pursuant to section 5 8 284.13, subsection 1, paragraph "d", and divide that sum by 5 9 the statewide special education support services weighted 5 10 enrollment for the fiscal year beginning July 1, 2009. The 5 11 area education agency professional development supplement 5 12 state cost per pupil for the budget year beginning July 1, 5 13 2010, and succeeding budget years, shall be the amount 5 14 calculated by the department of management under this 5 15 subsection for the base year plus an allowable growth amount 5 16 that is equal to the professional development supplement 5 17 categorical state percent of growth, pursuant to section 5 18 257.8, subsection 1A, for the budget year, multiplied by the 5 19 amount calculated by the department of management under this 5 20 subsection for the base year. 5 21 Sec. 6. Section 257.10, subsection 8, unnumbered paragraph 5 22 1, Code 2007, is amended to read as follows: 5 23 Combined district cost is the sum of the regular program 5 24 district cost per pupil multiplied by the weighted enrollment, 5 25andthe special education support services district cost, the 5 26 total teacher salary supplement district cost, the total 5 27 professional development supplement district cost, and the 5 28 total early intervention supplement district cost, plus the 5 29 sum of the additional district cost allocated to the district 5 30 to fund media services and educational services provided 5 31 through the area education agency, the area education agency 5 32 total teacher salary supplement district cost and the area 5 33 education agency total professional development supplement 5 34 district cost. 5 35 Sec. 7. Section 257.10, Code 2007, is amended by adding 6 1 the following new subsections: 6 2 NEW SUBSECTION. 9. TEACHER SALARY SUPPLEMENT COST PER 6 3 PUPIL AND DISTRICT COST. 6 4 a. For the budget year beginning July 1, 2009, the 6 5 department of management shall add together the teacher 6 6 compensation allocation made to each district for the fiscal 6 7 year beginning July 1, 2008, pursuant to section 284.13, 6 8 subsection 1, paragraph "h", and the phase II allocation made 6 9 to each district for the fiscal year beginning July 1, 2008, 6 10 pursuant to section 294A.9, and divide that sum by the 6 11 district's budget enrollment in the fiscal year beginning July 6 12 1, 2009, to determine the teacher salary supplement district 6 13 cost per pupil. For the budget year beginning July 1, 2010, 6 14 and succeeding budget years, the teacher salary supplement 6 15 district cost per pupil for each school district for a budget 6 16 year is the teacher salary supplement program district cost 6 17 per pupil for the base year plus the teacher salary supplement 6 18 state allowable growth amount for the budget year. 6 19 b. For the budget year beginning July 1, 2010, and 6 20 succeeding budget years, if the department of management 6 21 determines that the unadjusted teacher salary supplement 6 22 district cost of a school district for a budget year is less 6 23 than one hundred one percent of the unadjusted teacher salary 6 24 supplement district cost for the base year for the school 6 25 district, the school district shall receive a budget 6 26 adjustment for that budget year equal to the difference. 6 27 c. (1) The unadjusted teacher salary supplement district 6 28 cost is the teacher salary supplement district cost per pupil 6 29 for each school district for a budget year multiplied by the 6 30 budget enrollment for that school district. 6 31 (2) The total teacher salary supplement district cost is 6 32 the sum of the unadjusted teacher salary supplement district 6 33 cost plus the budget adjustment for that budget year. 6 34 d. The use of the funds calculated under this subsection 6 35 shall comply with the requirements of chapters 284 and 294A 7 1 and shall be distributed to teachers pursuant to section 7 2 284.7. 7 3 NEW SUBSECTION. 10. PROFESSIONAL DEVELOPMENT SUPPLEMENT 7 4 COST PER PUPIL AND DISTRICT COST. 7 5 a. For the budget year beginning July 1, 2009, the 7 6 department of management shall divide the professional 7 7 development allocation made to each district for the fiscal 7 8 year beginning July 1, 2008, pursuant to section 284.13, by 7 9 the district's budget enrollment in the fiscal year beginning 7 10 July 1, 2009, to determine the professional development 7 11 supplement cost per pupil. For the budget year beginning July 7 12 1, 2010, and succeeding budget years, the professional 7 13 development supplement district cost per pupil for each school 7 14 district for a budget year is the professional development 7 15 supplement district cost per pupil for the base year plus the 7 16 professional development supplement state allowable growth 7 17 amount for the budget year. 7 18 b. For the budget year beginning July 1, 2010, and 7 19 succeeding budget years, if the department of management 7 20 determines that the unadjusted professional development 7 21 supplement district cost of a school district for a budget 7 22 year is less than one hundred one percent of the unadjusted 7 23 professional development supplement district cost for the base 7 24 year for the school district, the school district shall 7 25 receive a budget adjustment for that budget year equal to the 7 26 difference. 7 27 c. (1) The unadjusted professional development supplement 7 28 district cost is the professional development supplement 7 29 district cost per pupil for each school district for a budget 7 30 year multiplied by the budget enrollment for that school 7 31 district. 7 32 (2) The total professional development supplement district 7 33 cost is the sum of the unadjusted professional development 7 34 supplement district cost plus the budget adjustment for that 7 35 budget year. 8 1 d. The use of the funds calculated under this subsection 8 2 shall comply with the requirements of chapter 284. 8 3 NEW SUBSECTION. 11. EARLY INTERVENTION SUPPLEMENT COST 8 4 PER PUPIL AND DISTRICT COST. 8 5 a. For the budget year beginning July 1, 2009, the 8 6 department of management shall divide the early intervention 8 7 allocation made to each district for the fiscal year beginning 8 8 July 1, 2008, pursuant to section 256D.4, by the district's 8 9 budget enrollment in the fiscal year beginning July 1, 2009, 8 10 to determine the early intervention supplement cost per pupil. 8 11 For the budget year beginning July 1, 2010, and succeeding 8 12 budget years, the early intervention supplement district cost 8 13 per pupil for each school district for a budget year is the 8 14 early intervention supplement district cost per pupil for the 8 15 base year plus the early development supplement state 8 16 allowable growth amount for the budget year. 8 17 b. For the budget year beginning July 1, 2010, and 8 18 succeeding budget years, if the department of management 8 19 determines that the unadjusted early intervention supplement 8 20 district cost of a school district for a budget year is less 8 21 than one hundred one percent of the unadjusted early 8 22 intervention supplement district cost for the base year for 8 23 the school district, the school district shall receive a 8 24 budget adjustment for that budget year equal to the 8 25 difference. 8 26 c. (1) The unadjusted early intervention supplement 8 27 district cost is the early intervention supplement district 8 28 cost per pupil for each school district for a budget year 8 29 multiplied by the budget enrollment for that school district. 8 30 (2) The total early intervention supplement district cost 8 31 is the sum of the unadjusted early intervention supplement 8 32 district cost plus the budget adjustment for that budget year. 8 33 d. The use of the funds calculated under this subsection 8 34 shall comply with the requirements of chapter 256D. 8 35 Sec. 8. Section 257.35, subsection 1, Code Supplement 9 1 2007, is amended to read as follows: 9 2 1. The department of management shall deduct the amounts 9 3 calculated for special education support services, media 9 4 services, area education agency teacher salary supplement 9 5 district cost, area education agency professional development 9 6 supplement district cost, and educational services for each 9 7 school district from the state aid due to the district 9 8 pursuant to this chapter and shall pay the amounts to the 9 9 respective area education agencies on a monthly basis from 9 10 September 15 through June 15 during each school year. The 9 11 department of management shall notify each school district of 9 12 the amount of state aid deducted for these purposes and the 9 13 balance of state aid shall be paid to the district. If a 9 14 district does not qualify for state aid under this chapter in 9 15 an amount sufficient to cover its amount due to the area 9 16 education agency as calculated by the department of 9 17 management, the school district shall pay the deficiency to 9 18 the area education agency from other moneys received by the 9 19 district, on a quarterly basis during each school year. 9 20 Sec. 9. NEW SECTION. 257.37A AREA EDUCATION AGENCY 9 21 SALARY SUPPLEMENT FUNDING. 9 22 1. AREA EDUCATION AGENCY TEACHER SALARY SUPPLEMENT COST 9 23 PER PUPIL AND DISTRICT COST. 9 24 a. For the budget year beginning July 1, 2009, the 9 25 department of management shall add together the teacher 9 26 compensation allocation made to each area education agency for 9 27 the fiscal year beginning July 1, 2008, pursuant to section 9 28 284.13, subsection 1, paragraph "i", and the phase II 9 29 allocation made to each area education agency for the fiscal 9 30 year beginning July 1, 2008, pursuant to section 294A.9, and 9 31 divide that sum by the special education support services 9 32 weighted enrollment in the fiscal year beginning July 1, 2009, 9 33 to determine the area education agency teacher salary 9 34 supplement cost per pupil. For the budget year beginning July 9 35 1, 2010, and succeeding budget years, the area education 10 1 agency teacher salary supplement district cost per pupil for 10 2 each area education agency for a budget year is the area 10 3 education agency teacher salary supplement district cost per 10 4 pupil for the base year plus the area education agency teacher 10 5 salary supplement state allowable growth amount for the budget 10 6 year. 10 7 b. For the budget year beginning July 1, 2010, and 10 8 succeeding budget years, if the department of management 10 9 determines that the unadjusted area education agency teacher 10 10 salary supplement district cost of an area education agency 10 11 for a budget year is less than one hundred one percent of the 10 12 unadjusted area education agency teacher salary supplement 10 13 district cost for the base year for the area education agency, 10 14 the area education agency shall receive a budget adjustment 10 15 for that budget year equal to the difference. 10 16 c. (1) The unadjusted area education agency teacher 10 17 salary supplement district cost is the area education agency 10 18 teacher salary supplement district cost per pupil for each 10 19 area education agency for a budget year multiplied by the 10 20 special education support services weighted enrollment for 10 21 that area education agency. 10 22 (2) The total area education agency teacher salary 10 23 supplement district cost is the sum of the unadjusted area 10 24 education agency teacher salary supplement district cost plus 10 25 the budget adjustment for that budget year. 10 26 d. The use of the funds calculated under this subsection 10 27 shall comply with requirements of chapters 284 and 294A and 10 28 shall be distributed to teachers pursuant to section 284.7. 10 29 2. AREA EDUCATION AGENCY PROFESSIONAL DEVELOPMENT 10 30 SUPPLEMENT COST PER PUPIL AND DISTRICT COST. 10 31 a. For the budget year beginning July 1, 2009, the 10 32 department of management shall divide the area education 10 33 agency professional development supplement made to each area 10 34 education agency for the fiscal year beginning July 1, 2008, 10 35 pursuant to section 284.13, by the special education support 11 1 services weighted enrollment in the fiscal year beginning July 11 2 1, 2009, to determine the professional development supplement 11 3 cost per pupil. For the budget year beginning July 1, 2010, 11 4 and succeeding budget years, the area education agency 11 5 professional development supplement district cost per pupil 11 6 for each area education agency for a budget year is the area 11 7 education agency professional development supplement district 11 8 cost per pupil for the base year plus the area education 11 9 agency professional development supplement state allowable 11 10 growth amount for the budget year. 11 11 b. For the budget year beginning July 1, 2010, and 11 12 succeeding budget years, if the department of management 11 13 determines that the unadjusted area education agency 11 14 professional development supplement district cost of an area 11 15 education agency for a budget year is less than one hundred 11 16 one percent of the unadjusted area education agency 11 17 professional development supplement district cost for the base 11 18 year for the area education agency, the area education agency 11 19 shall receive a budget adjustment for that budget year equal 11 20 to the difference. 11 21 c. (1) The unadjusted area education agency professional 11 22 development supplement district cost is the area education 11 23 agency professional development supplement district cost per 11 24 pupil for each area education agency for a budget year 11 25 multiplied by the special education support services weighted 11 26 enrollment for that area education agency. 11 27 (2) The total area education agency professional 11 28 development supplement district cost is the sum of the 11 29 unadjusted area education agency professional development 11 30 supplement district cost plus the budget adjustment for that 11 31 budget year. 11 32 d. The use of the funds calculated under this subsection 11 33 shall comply with requirements of chapter 284. 11 34 Sec. 10. NEW SECTION. 257.51 CATEGORICAL STATE 11 35 APPROPRIATIONS. 12 1 For the budget year beginning July 1, 2009, and succeeding 12 2 budget years, if the general assembly makes an appropriation 12 3 pursuant to section 284.13, subsection 1, paragraph "h" or 12 4 "i", or for the phase II allocation pursuant to section 12 5 294A.9, or for professional development pursuant to section 12 6 284.13, subsection 1, paragraph "d", or for early intervention 12 7 pursuant to section 256D.4, the department of management shall 12 8 recalculate the formulas in section 257.9, subsections 6 12 9 through 10; section 257.10, subsections 9, 10, and 11; and 12 10 section 257.37A. 12 11 EXPLANATION 12 12 This bill provides that beginning in fiscal year 2010, the 12 13 funding for teacher compensation, professional development, 12 14 early intervention, and educational excellence phase II shall 12 15 be implemented on a per pupil basis through the school aid 12 16 formula. 12 17 Code section 257.1 is amended to add the teacher salary 12 18 supplement, the professional development supplement, and the 12 19 early intervention supplement to the funding sources whose 12 20 amounts should not be rounded to the nearest whole dollar when 12 21 computations are done. 12 22 The bill amends Code section 257.4 to require that the 12 23 district cost for total teacher salary supplement, total 12 24 professional development salary supplement, early intervention 12 25 supplement, area education agency (AEA) total teacher salary 12 26 supplement, and AEA total professional development supplement 12 27 be funded entirely through state aid. 12 28 The bill creates Code section 257.8, subsection 1A, in 12 29 order to establish a categorical state percent of growth. The 12 30 categorical state percent of growth must be set each year by 12 31 the general assembly within 30 days of the submission in the 12 32 year preceding the base year of the governor's budget. The 12 33 percent of growth will be the only subject of the bill; 12 34 however, the bill may include state percents of growth for the 12 35 teacher salary supplement, the professional development 13 1 supplement, and the early intervention supplement. 13 2 Code section 257.9 is amended to add five new subsections. 13 3 Each subsection establishes a state cost per pupil beginning 13 4 with the school budget year beginning July 1, 2009, for the 13 5 following: the teacher salary supplement, the professional 13 6 development supplement, the early intervention supplement, the 13 7 AEA teacher salary supplement, and the AEA professional 13 8 development supplement. 13 9 Code section 257.10 is amended to provide that the district 13 10 cost of the total teacher salary supplement, the total 13 11 professional development supplement, the early intervention 13 12 supplement, the AEA total teacher salary supplement, and the 13 13 AEA total professional development supplement shall each be 13 14 added to a school district's combined district cost. 13 15 The bill adds three new subsections to Code section 257.10. 13 16 New subsection 9 establishes the teacher salary supplement 13 17 cost per pupil and district cost beginning with the school 13 18 budget year beginning July 1, 2009, and is based on 13 19 allocations made to school districts for the school budget 13 20 year beginning July 1, 2008, for student achievement and 13 21 teacher quality teacher compensation and educational 13 22 excellence phase II. The subsection also provides that, 13 23 beginning with the school budget year beginning July 1, 2010, 13 24 the per pupil cost will increase by the statewide allowable 13 25 growth amount enacted for each budget year. The subsection 13 26 provides for a budget adjustment that would guarantee each 13 27 district 101 percent of the previous year's teacher salary 13 28 supplement district cost, not including the previous year's 13 29 budget adjustment. The bill requires that funds received from 13 30 the teacher salary supplement be used in compliance with 13 31 requirements specified in Code chapter 284, relating to 13 32 teacher performance, compensation, and career development, and 13 33 Code chapter 294A, relating to the education excellence 13 34 program. 13 35 New subsection 10 establishes the professional development 14 1 supplement cost per pupil and district cost beginning with the 14 2 school budget year beginning July 1, 2009, and is based on 14 3 allocations made to school districts for the school budget 14 4 year beginning July 1, 2008, for student achievement and 14 5 teacher quality professional development. The subsection also 14 6 provides that, beginning with the school budget year beginning 14 7 July 1, 2010, the per pupil cost will increase by the 14 8 statewide allowable growth amount enacted for that budget 14 9 year. The subsection provides for a budget adjustment that 14 10 would guarantee each district 101 percent of the previous 14 11 year's professional development supplement district cost, not 14 12 including the previous year's budget adjustment. The bill 14 13 requires that the funds received from the professional 14 14 development supplement be used in compliance with the 14 15 requirements specified in Code chapter 284. 14 16 New subsection 11 establishes the early intervention 14 17 supplement cost per pupil and district cost beginning with the 14 18 school budget year beginning July 1, 2009, and is based on 14 19 allocations made to school districts for the school budget 14 20 year beginning July 1, 2008, for early intervention and class 14 21 size reduction. The subsection also provides that, beginning 14 22 with the school budget year beginning July 1, 2010, the per 14 23 pupil cost will increase by the statewide allowable growth 14 24 amount enacted for that budget year. The subsection provides 14 25 for a budget adjustment that would guarantee each district 101 14 26 percent of the previous year's early intervention supplement 14 27 district cost, not including the previous year's budget 14 28 adjustment. The bill requires that the funds received from 14 29 the early intervention supplement be used in compliance with 14 30 the requirements specified in Code chapter 256D, relating to 14 31 the Iowa early intervention block grant program. 14 32 Code section 257.35 is amended to provide that funding for 14 33 the AEA teacher salary supplement and the AEA professional 14 34 development supplement flow through the school districts to 14 35 the appropriate AEA. 15 1 The bill creates new Code section 257.37A in order to 15 2 establish the AEA funding for teacher salary supplement and 15 3 professional development supplement for cost per pupil and 15 4 district cost. 15 5 New Code section 257.37A provides that the AEA teacher 15 6 salary supplement cost per pupil and district cost is 15 7 established beginning with the school budget year beginning 15 8 July 1, 2009, and is based on allocations made to AEAs for the 15 9 school budget year beginning July 1, 2008, for student 15 10 achievement and teacher quality teacher compensation. The 15 11 Code section also provides that, beginning with the school 15 12 budget year beginning July 1, 2010, the per pupil cost will 15 13 increase by the statewide allowable growth amount enacted for 15 14 that budget year. The Code section provides for a budget 15 15 adjustment that would guarantee each AEA 101 percent of the 15 16 previous year's teacher salary supplement district cost, not 15 17 including the previous year's budget adjustment. The Code section provides for a budget adjustment that 15 31 would guarantee each district 101 percent of the previous 15 32 year's professional development supplement district cost, not 15 33 including the previous year's budget adjustment.
