1 1 Section 1. SUSTAINABLE NATURAL RESOURCE FUNDING ADVISORY
1 2 COMMITTEE. There is established a sustainable natural
1 3 resource funding advisory committee.
1 4 1. The advisory committee shall include all of the
1 5 following members:
1 6 a. (1) The director of the department of natural
1 7 resources who shall be the chairperson of the advisory
1 8 committee.
1 9 (2) The secretary of agriculture or the secretary's
1 10 designee.
1 11 b. A commissioner of a soil and water conservation
1 12 district appointed by the governor.
1 13 c. (1) A representative from each of the following
1 14 interest organizations appointed by the governor:
1 15 (a) Ducks unlimited.
1 16 (b) The Iowa chapter of the sierra club.
1 17 (c) The nature conservancy.
1 18 (d) Iowa association of county conservation boards.
1 19 (e) Iowa environmental council.
1 20 (f) Iowa farm bureau federation.
1 21 (g) Iowa farmers union.
1 22 (h) Iowa land improvement contractors association.
1 23 (i) Iowa natural heritage foundation.
1 24 (j) Iowa renewable fuels association.
1 25 (k) Iowa rivers revival.
1 26 (l) Izaak Walton league of America.
1 27 (m) Pheasants forever.
1 28 (2) In making appointments, the governor may accept
1 29 nominations from the interested organizations and may
1 30 reappoint persons who served on the advisory committee
1 31 pursuant to 2006 Iowa Acts, ch. 1185, section 43.
1 32 d. Four members of the general assembly who serve as ex
1 33 officio, nonvoting members. The members shall be appointed as
1 34 follows:
1 35 (1) Two members of the senate, one of whom is appointed by
2 1 the majority leader of the senate after consultation with the
2 2 president of the senate and one of whom is appointed by the
2 3 minority leader of the senate after consultation with the
2 4 president of the senate.
2 5 (2) Two members of the house of representatives appointed
2 6 by the speaker of the house after consultation with the
2 7 minority leader.
2 8 2. A vacancy shall be filled by the original appointing
2 9 authority in the manner of the original appointment.
2 10 3. The purpose of the advisory committee is to continue
2 11 the efforts of the sustainable natural resource funding
2 12 advisory committee established pursuant to 2006 Iowa Acts, ch.
2 13 1185, section 43. The committee shall study how to provide
2 14 one or more sustainable sources of funding for natural
2 15 resources and outdoor recreation needs in Iowa. The advisory
2 16 committee shall advise members of the general assembly in
2 17 efforts to establish or administer sustainable funding
2 18 sources.
2 19 4. The department of natural resources shall provide
2 20 staffing for the advisory committee.
2 21 5. The advisory committee shall submit a report to the
2 22 general assembly on or before January 9, 2009, and on January
2 23 8, 2010, which summarizes its activities, and any findings or
2 24 recommendations approved by the advisory committee.
2 25 6. This section is repealed on July 1, 2010.
2 26 EXPLANATION
2 27 This bill establishes a sustainable natural resource
2 28 funding advisory committee based on legislation enacted in
2 29 2006 which established a committee with the same name (see
2 30 2006 Iowa Acts, ch. 1185, section 43, and ch. 1182, section
2 31 65) which was required to submit a report to the governor and
2 32 general assembly by January 10, 2007. The bill provides that
2 33 the advisory committee includes representatives from two more
2 34 organizations, the Iowa rivers revival and the Iowa land
2 35 improvement contractors association. The bill provides that
3 1 the advisory committee is to study one or more sustainable
3 2 sources of funding for natural resources and outdoor
3 3 recreation needs in Iowa, and advise members of the general
3 4 assembly in efforts to establish or administer sustainable
3 5 funding sources. The advisory committee must submit a report
3 6 to the general assembly on or before January 9, 2009, and on
3 7 January 8, 2010, which summarizes its activities, and any
3 8 findings or recommendations. The committee is eliminated on
3 9 July 1, 2010.
